RMS Utilities, Inc. <br /> 6349 County Road 106.65 S., Alamosa, CO 81101 <br /> (719) 589-4263 <br /> Revised March 24,2021 <br /> Exhibit B <br /> Site Description <br /> Introduction <br /> The proposed construction of the Kester Gravel Pit will take place on a 8.13 acre in a portion of <br /> the Trinchera Colony Tracts 2-5 as shown on the plat of the Brennaman Estate Division of Land <br /> recorded at Reception Number 209277 in book 349, page 42 in the office of the Costilla County <br /> Clerk and Recorder. The site is bordered by County Road Gg and Highway 159. South of the <br /> Costilla County Wastewater Treatment Plant and multiple existing gravel pit operations. <br /> Gravel and sand produced at said pit will be used in the surrounding areas for various residential <br /> and commercial constructions including but not limited to; Onsite Wastewater treatment systems, <br /> building pad construction, roadway and driveway construction, commercial pipe projects. RMS <br /> Utilities (permit applicant) would like to provide said construction at a more competitive price <br /> for local consumers. <br /> Existing Conditions <br /> The site can be generally described as a flat, (0-2% slopes) shrub land bordering cropland and <br /> other gravel pits along with the town of Ft. Garland's wastewater treatment facility and the <br /> county landfill. The site has sagebrush and is currently being used as livestock grazing. <br /> Construction Dewatering Plan <br /> The operation will not directly affect surface or groundwater systems. Not applicable. Limited <br /> water will be used for dust control during dry crushing operations. No water of any type will be <br /> discharged from the site. The topography of the site will retain all water within permit <br /> boundaries. Under these conditions no NPDERS permit is required. <br /> Storm Water Runoff <br /> Due to the flat nature of the site, very little runoff water will be produced. Runoff from this site <br /> will be, generally un-concentrated sheet flow. Runoff will generally run towards the south over <br /> the developed cropland. Developed cropland and vegetation along with cobble soils is to capture <br /> runoff and filter any sediment. Any stockpiles not placed inside the mining pit is to have straw <br /> 1 <br />
