RMS Utilities, Inc.
6349 CR 106.65 S., Alamosa, CO 81101
(719) 589-4263
Revised March 24,2021
Exhibit C
Mining Plan
A. Mining will be performed using standard earthmoving equipment. Jaw and cone crushers
along with screening plant, ground and stocking conveyors will be used to process
materials 100% of material obtained from the pit will be used, no waste piles will be
generated from the mining operation.
B. Earthmoving shall be accomplished using dozer, scrapers, or excavators to move the
material and rubber tire loaders to feed crushers and/or load material directly into over
the road trucks.
C. No water diversion or impoundments are necessary for this operation.
D. The total area to be worked at any onetime will be less than five acres which includes
mining area and stockpile area.
E. The estimated timetable at which this project will be finished is less than 30 years.
The date for beginning construction activities is estimated to be March of 2021. The project will
initially involve the development of the gravel pit, including clearing and grubbing the area, and
stockpiling onsite topsoil and overburden that will be used in the reclamation of the pit.
After topsoil has been removed, the processing of material using crushing and screening will
begin. The site will be developed in limited increments (<1 acre per year is anticipated). The pit
is to begin in the south corner of the property and move north and westward to far west point of
the property, then towards the proposed entrance at the north east corner of the property.
Stockpiles to be placed at ground level until there has been enough area excavated to place said
stockpiles in the bottom of the pit.
Once all mining activities have been completed, the excavated area is to be reclaimed per state
requirements with the overburden stockpiled in the initial development of the site. Site will then
be seeded with native vegetation. After final reclamation is completed site is projected to be used
for livestock grazing (as it is used now).
Mining depth is expected to be less than fifteen feet. If groundwater is encountered, mining
depth will be adjusted to stay above ground water levels.
F. The commodity to be mined is sand and gravel. No secondary products are generated. All
rocked removed from pit is marketable as sand and gravel in gravel in various shapes and
sizes. No waste piles will be generated. The extracted material will be in construction
activities.
1
