3 <br /> Southdown submitted these initial surveys to the Colorado Office <br /> of Archaeology and Historic Preservation (OAHP) during 1990, 1993 <br /> and 1994 . The OAHP staff concurred on findings of eligibility <br /> relating to the National Register of Historic Places. Further <br /> discussions with State Historic Preservation Office (SHPO) staff <br /> and Boulder County held on May 14, 1993, led to the following <br /> decisions about the cultural resources at Dowe Flats: <br /> 1. A Cultural Resources Management Plan (CRMP) would be <br /> written establishing the steps and processes to be followed <br /> during the life of the mine for historic, archaeological, <br /> historic archaeological and paleontological resource's <br /> management (this document) . <br /> 2. Consultation with American Indian tribes/tribal <br /> government representatives identified by the Colorado <br /> Commission on Indian Affairs would be undertaken. Results <br /> of those consultations are incorporated into the CRMP and <br /> described in detail in Burney and Lovejoy (1994) . <br /> 3. Review of ethnographic and ethnohistoric literature to <br /> identify, if applicable, any traditional Indian cultural <br /> properties in the Dowe Flats area was to be completed Burney <br /> and Lovejoy 1994) . <br /> 4 . Develop a monitoring plan for the Montgomery School <br /> (Buffington and Mehls, 1994) . <br /> 5. SHPO and Boulder County policies for dissemination of <br /> information about cultural resources would be followed at <br /> the Dowe Flats site. <br /> 6. The proponent would have additional consultations with <br /> the Tri-Lakes Office of the U.S. Army Corps of Engineers. <br /> 7. The proponent would use the NHPA 106 process as a model <br /> for project review, comment, mitigation and other related <br /> activities. <br /> This document establishes the policies and procedures that <br /> Southdown will use for the preservation and treatment of <br /> significant cultural resources within the Dowe Flats Study Area. <br /> Southdown's cultural resource management voluntary and required <br /> commitments include : <br />
