Dowe Flats Special Use Permit Amendment Application May 2, 2022 <br /> Site Features <br /> B. A description of site features such as streams, areas subject to flooding, lakes, high ground <br /> water areas, topography, vegetative cover, climatology, and other features that may aid in <br /> the evaluation of the proposed development. <br /> Please see Site Description and Mining Impact Report for this information. <br /> Soil Characteristics <br /> C. A description of soil characteristics of the site which have a significant influence on the <br /> proposed use of the land. <br /> Information on soil characteristics of the site which will have a significant influence on the proposed <br /> use of the land is provided in the Soils and Geology Report. In addition, a copy of the Natural <br /> Resources Conservation Service Web Soil Survey map and NRCS soil descriptions is provided in <br /> the application package. <br /> Flora and Fauna <br /> D. The long- and short-term effect on flora and fauna shall be determined through field surveys, <br /> and/or expert opinions. The applicant shall address any material adverse impacts of the <br /> development on these biological systems, including plans for the mitigation of these <br /> impacts. Wildlife impact reports shall be required in accordance with Section 7-1700. <br /> Please see Site Description and Mining Impact Report for this information. <br /> Cultural Resources <br /> E. The effect on significant cultural (archaeological and historic) resources and on other <br /> designated environmental resources. <br /> Continued mining at Dowe Flats will have no effect on any significant cultural resource or other <br /> designated environmental resources. In 1994, when the site was originally permitted, a Cultural <br /> Resources Management Plan was prepared for this site. A copy of that plan is included in the <br /> application package for reference. The operator was required to monitor for and mitigate against <br /> any possible impacts to any archaeological or historic features found while the site was being <br /> mined. In addition, the report documented a process for the operator to follow to address buried <br /> archeological resources if found while mining, the treatment of prehistoric or historic cultural <br /> resources if found while mining, and the treatment of Native American resources or remains if found <br /> while mining. To date, no significant features have been found within the limits of mining. <br /> In addition, with this Special Use Permit Amendment request, 1,349± acres of land are being <br /> removed from the original permit area, about 840 acres of which is land now owned by Boulder <br /> County. According to the Boulder County Comprehensive Plan (BCCP) Archeologically Sensitive <br /> Areas Map, by removing the Boulder County owned land, the new permit boundary will now exclude <br /> all land categorized as an Archeologically Sensitive Area. <br /> Potential Radiation Hazard <br /> F. An evaluation of any potential radiation hazard that may have been identified by the State or <br /> County Public Health Departments. <br /> There are no known radiation hazards at this site. <br /> Development Report- Page 2 TETRA TECH <br />
