RULE 4 PERFORMANCE STANDARDS <br />4.08 USE OF EXPLOSIVES <br />Explosives will be used for blasting in accordance with the procedures and specifications presented in the <br />Section 4.08 of Volume 1. Map 26B presents distances to various structures of possible concern <br />surrounding the mining area. Only Section 4.08.2 has changed from the Volume 1; see Sections 4.08.1 <br />and 4.08.3 through 4.08.6 in Volume 1. <br />4.08.2 Pre -Blast Survey <br />In accordance with Rule 4.08.2(1), pre -blast surveys will be offered to owners of all structures within <br />one-half mile of the permit area 30 days before initiation of blast activities. Please see Exhibit 14, Item 8, <br />Figure 1 for strutures located within a half -mile of the the permit area. Pre -blast survey offerings will be <br />made to the owners shown on Exhibit 14, Item 8, Figure 1. Should any owner of a structure request a <br />pre -blast survey, the survey will occur prior to commencement of blasting activities, and copies of <br />completed assessments will be included in Exhibit 14, Item 8 after the structure assessments have been <br />completed. All blasting within the Collom area will be conducted in accordance with the blasting <br />parameters described in Volume 1, Section 2.05, Blasting. <br />Blasting Records <br />Colowyo will keep a record of each individual blast by utilizing report formats shown in Volume 1, <br />Figure 2.05-2 - Blasting Report (coal and overburden), and Volume 1, Figure 2.05-3 — Colowyo <br />Chargeweight Sheet (overburden only). <br />Colorado Oil and Gas Registered Facility Locations <br />There are three locations within the permit boundary extension for the Collom Mining Area (Map I IB — <br />Drill Hole Locations) that are identified in the Colorado Oil and Gas Conservation Commission database. <br />They are described as follows: <br />1) ID# 05-081-07203 — Plugged and abandoned oil exploration well. Owned by Infinity Oil & <br />Gas of Wyoming, completed in December, 2004. Plugged and abandoned July, 2005. <br />2) ID# 05-081-06328 — Plugged and abandoned oil expoloration well. Owned by Tiger Oil <br />Company, completed February, 1978. Plugged and abandoned February, 1978. <br />3) ID# 05-081-06339 — Planned oil exploration well location permitted but well was not <br />constructed and the drilling permit was allowed to expire in May, 1978. Owned by Tiger Oil <br />Company. <br />4.09 DISPOSAL OF EXCESS SPOIL <br />Spoil removed from the box cut only of the Collom Pit will be stockpiled in a temporary fill area as <br />shown on Maps 23B and 29C (Temporary Spoil Pile Design). Map 29B shows the timing of spoil <br />grading completion and the initiation of reclamation activities. Volume 20, Exhibit 23, Item 1 and Item 2 <br />provides the geotechnical report for the temporary spoil pile. No excess spoil is anticipated for the <br />mining and development of the Collom Pit outside of the initial box cut. Additional discussion of the <br />temporary spoil pile can be found under Section 2.05.3(6). <br />CONSTRUCTION PLAN <br />All available topsoil will be removed and either stockpiled for later use or direct haul replaced to a <br />reclaimed area.
