The plans for the No. 6 Mine have been included in this pen-nit as Exhibit 16, MSHA Roof and Ventilation Plans.
When approved, the plan for the No. 6 Mine will be included in this exhibit.
Mine Facilities
The surface facilities associated with the No. 5, No. 5A, and No. 6 mines are shown on the Structures and Renewable
Resources Map (Map 25). Listed on Table 56, Mine Structures and Facilities, are the major structures currently
existing (or reclaimed) at the Williams Fork Mines. The Table provides approximate construction dates of the
facilities, as well as the dates of last modification, removal, or scheduled removal. All or most of the existing
facilities, including ancillary facilities used at the No. 5 Mine, were used for the No. 6 Mine. A new Multi-Service
Building and 100,000 gallon water tank were constructed during 1989, as shown on Maps 25 & 26. The Multi-
Service Building houses storage tanks and distribution piping and equipment for mining fluids and lubricants. In
2011, all fluids were drained, and the tanks were plugged and capped, consistent with EPA requirements for tank
closure. With a decision to not pursue future mining plans, final reclamation of mine facilities was initiated in 2016.
No. 5 Mine
No. 5 Mine Portals-The 5 Mine Portals were constructed in 1970 to access the "F coal seam'. The portals consisted
of four entries and associated portal structures at the "F seam' outcrop. The portals were primarily used for
ventilation supply and personnel transport. These portals were sealed, backfilled, and reclaimed in 2002.
No. 5A and 6 Mine Facilities
No. 5A Mine Portals -The 5A Mine Portals and associated facilities were established in and adjacent to the highwall
of an abandoned strip pit. The 5A Mine Portals consist of four portal entries, one for intake air,two for return air, and
the fourth for the mine conveyor. Main ventilation fans for the No. 5 and 6 Mines are installed on the two return air
portals. One new opening to the surface (a short, angled intake air shaft) is planned to improve airflows. A shaft,
located above the existing 5A portals and within the existing sediment control system, was planned from the surface to
the No. 5 and No. 6 mines (Note: The shaft would be reclaimed along with the No. 5A portals). For location of the
ventilation fans, refer to the No. 5 Mine Plan Map (Map 23). Oil storage tanks, a rock dust tank, a supply yard, and a
sediment pond are located in the 5A portal area. Drainage and sediment controls for the 5A Portal area are discussed
later in this section. Portal sealing and reclamation are scheduled for 2018—2020.
General Mine Facilities
Main Office, General Manager's Office, Engineering Offices, and Training/Maintenance Office - The Mine offices
were originally located near the employee housing are on the east side of State Highway 13. Offices were
subsequently relocated near the No. 5 Portal. The offices consisted of mobile trailers and housed the Mine Manager,
safety and training personnel, engineering staff, and other mine personnel. By the end of 1999, all of the office trailers
had been removed from the property, and the environmental/engineering offices were relocated to the upper floor of
the warehouse.
Shop/Warehouse - A new shop was constructed in 1981 to replace the old shop, located near the now abandoned
employee housing area. The Shop is located just west of the rail spur, and provides an enclosed, heated facility for
maintenance of underground and surface mining and support equipment.—The CMLRD approved construction of the
Warehouse and Storage Yard in September 1983. The approval allowed for construction of a building 60 x 100 feet,
with a loading dock. The Warehouse was constructed adjacent to, and connected with, the shop on a previously
disturbed area. The Warehouse is used for storage and distribution of parts and supplies to support active mining and
related operations. The Shop/Warehouse will be dismantled and removed from the site for re-use in 2018.
Multi-Services Building- A Multi-Services Building, of approximately 6,250 square feet, and a 100,000 gallon water
storage tank were established at the No. 5A Mine Portal Area to support active mining operations, as shown on Maps
25 and 26. The building houses bulk storage tanks, emulsion pumps, water pumps, air compressors, a used-oil
furnace, an oil/water separator, and two open areas for equipment maintenance and storage of the fire truck/foam
generating equipment. The power supply for the building comes from the existing substation, located in the No. 5A
RN18-07 2.05-7 Revised 07/10/18
