Off-site siltation is not expected but if it occurs BMPs will <br />be used to control silt. Final grading will be no steeper than 3H:1V from <br />five feet above to ten feet below the average water surface, while maximum <br />slopes of 2H:1V will be established elsewhere. <br />4. Backfilling and grading will be concurrently behind mining as it progresses <br />through each cell and will be completed as soon as practicable <br />5. Auger and drill holes that are part of the mining operation will be plugged <br />with non-combustible material, which shall prevent harmful or polluting <br />drainage. Monitoring wells and test pits no longer needed for the operation <br />or monitoring will be plugged as soon as practicable <br />6. All mined material to be removed within the affected area will be handled <br />in such a manner to prevent any unauthorized release of pollutants to the <br />surface drainage system <br />7. No unauthorized releases of pollutants to the river or offsite will occur from <br />any materials mined, handled or disposed of within the permit area. <br />7.3.2 Groundwater <br />LRM will comply with all applicable Colorado water laws and regulations governing injury <br />to existing water rights and will comply with all State and Federal water quality regulations. <br />As described in Exhibit G, LRM plans to utilize the available water from their City of <br />Loveland lease to replace depletions from exposed groundwater. LRM filed a substitute <br />water supply plan with the Colorado Department of Natural Resources as required. There <br />will be no discharges from site, and activities will not produce contaminants. Thus, <br />groundwater quality is not anticipated to be an issue. Additionally, LRM will actively <br />monitor site groundwater levels and work to mitigate unacceptable changes caused by <br />mining activity or reclamation. <br />7.3.3 Wildlife <br />The reclamation and mining plans have been structured to minimize impacts to wildlife. <br />By mining and reclaiming each cell simultaneously, the impact to wildlife will be <br />minimized. Wildlife habitat should be improved by the addition of the groundwater source <br />ponds and revegetation of the banks. The proposed grass seed mix will return cover for <br />wildlife adjacent to the ponds.
