Th operator has applied for a partial bond
release on much of the reclaimed area, SL3. This inspection was a follow up inspection to observe the condition
of the reclamation as it pertains to the bond release request. Portions of the area associated with SL3 were snow
covered and inaccessible during the Division's previous inspection. The ground was clear of snow and dry,with
clear weather.
The inspection was accompanied by Mindy Sickels of Elk Ridge Mining and Reclamation. The site was not active
during the inspection. Four Photos accompany this report to illustrate the current site conditions
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
The focus of this inspection was to observe two areas associated with SL3 that were inaccessible during
the Divisions previous inspections. The two areas are the buried portion of the CC irrigation ditch and the second
is the reclaimed sediment control structure and ditch located just south of Meehan Draw.
The reclaimed footprint of the buried CC irrigation ditch includes approximately 2.7 acres. The area was observed
to be in good condition,the reclaimed area shows no signs of settling, slumping or erosional features. The buried
ditch runs adjacent to the abandoned surface ditch,and is vegetated. The vegetative cover was dormant at the time
of the inspection,but was dense,diverse and multiple years biomass was observed indicating the vegetation is
capable of self-regeneration. No state listed noxious weeds were observed in this area. Photos One and Two show
examples of the reclaimed area adjacent to the abandoned surface ditch.
The second area observed was the reclaimed sediment control structure and ditch located just south of Meehan
Draw. This area encompasses approximately 3.7 Acres and was observed to be in good condition. The footprint
of the area is indistinguishable from the adjacent undisturbed areas. No signs of settling, slumping or erosion was
observed and the area is well vegetated. The vegetative cover is dense,diverse and well established.
