PERMIT#: M-2018-019 <br /> INSPECTOR'S INITIALS: CID <br /> INSPECTION DATE:February 23,2022 <br /> OBSERVATIONS <br /> This was a monitoring inspection of the Arnold Pit, Division of Reclamation, Mining and Safety(DRMS or <br /> Division) permit number M-2018-019, operated by Las Animas County. I, Connor Drinkard and Jared Ebert with <br /> DRMS conducted the inspection. Mr. Clell Goode with Las Animas County accompanied us during the <br /> inspection. <br /> Hydrologic Balance: <br /> No water observed. <br /> Gen. Compliance With Mine Plan: <br /> Excavating has been moving from south to north and is in compliance with the mine plan. The affected area <br /> was plotted and shown to be 13.89 acres which is within the approximate 39 acres size of area to be worked <br /> at any one time according to the mine plan. <br /> Roads: <br /> Mr. Goode indicated the road used to access the site from the west and southwest is preexisting from at least <br /> 9 years ago.This access road is depicted in Figure 13. This access road differs from the original access road on <br /> the permit application. Mr. Goode indicated the access road was in existence prior to initiation of operations <br /> at the site and that Las Animas County has not updated or otherwise improved the road. Based on previous <br /> aerial imagery it appears the access road was in existence prior to permit issuance. <br /> Revegetation: <br /> Some tamarisk was observed along the main channel of the creek. Las Animas County should monitor these <br /> noxious weeds within the permit boundary and consider treating them to prevent them from becoming a <br /> problem. <br /> Signs and Markers: <br /> The site has proper signage and permit boundary markers. Eight T-posts mark the permit boundary. <br /> Storm Water MGT Plan: <br /> Berms are in place along the affected area to protect the creek that runs through the site. <br /> Topsoil: <br /> Mr. Goode indicated there is not a lot of topsoil at the site. The topsoil has been pushed to the western bank <br /> of the site as well as piles of grubbed vegetation. Mr. Goode is hopeful for a flood to deposit more material at <br /> the site to harvest. <br /> Page 2 of 12 <br />
