PERMIT#: M-2018-019
INSPECTOR'S INITIALS: CID
INSPECTION DATE:February 23,2022
OBSERVATIONS
This was a monitoring inspection of the Arnold Pit, Division of Reclamation, Mining and Safety(DRMS or
Division) permit number M-2018-019, operated by Las Animas County. I, Connor Drinkard and Jared Ebert with
DRMS conducted the inspection. Mr. Clell Goode with Las Animas County accompanied us during the
inspection.
Hydrologic Balance:
No water observed.
Gen. Compliance With Mine Plan:
Excavating has been moving from south to north and is in compliance with the mine plan. The affected area
was plotted and shown to be 13.89 acres which is within the approximate 39 acres size of area to be worked
at any one time according to the mine plan.
Roads:
Mr. Goode indicated the road used to access the site from the west and southwest is preexisting from at least
9 years ago. This access road is depicted in Figure 13. This access road differs from the original access road on
the permit application. Mr. Goode indicated the access road was in existence prior to initiation of operations
at the site and that Las Animas County has not updated or otherwise improved the road. Based on previous
aerial imagery it appears the access road was in existence prior to permit issuance.
Revegetation:
Some tamarisk was observed along the main channel of the creek. Las Animas County should monitor these
noxious weeds within the permit boundary and consider treating them to prevent them from becoming a
problem.
Signs and Markers:
The site has proper signage and permit boundary markers. Eight T-posts mark the permit boundary.
Storm Water MGT Plan:
Berms are in place along the affected area to protect the creek that runs through the site.
Topsoil:
Mr. Goode indicated there is not a lot of topsoil at the site. The topsoil has been pushed to the western bank
of the site as well as piles of grubbed vegetation. Mr. Goode is hopeful for a flood to deposit more material at
the site to harvest.
