Accessory uses and structures are intended to <br /> allow property owners the full use of their <br /> property while maintaining the integrity and <br /> character of the neighborhood. To accomplish <br /> these goals, accessory uses and buildings <br /> must be erected and used only for purposes <br /> that are clearly secondary and incidental to the <br /> principal use of the property and must be <br /> located on the same lot with the principal use. <br /> r t_> Section 4.3.7(E) is specific to mining. It states as follows: <br /> Mining. The act of exploring for and recovering <br /> stone, soil, peat, sand, gravel, limestone, coal, <br /> granite or other mineral resources from the <br /> ground for sale or for use off the property <br /> where it was recovered. Mining does not <br /> include the removal of loose surface stone, <br /> excavation solely for farm practices, excavation <br /> for a basement or footing for a structure <br /> authorized by a valid building permit or <br /> grading authorized by a valid grading permit. <br /> Section 4.3.7(E)(1) then clarifies that <br /> [o]n-site processing of mined materials is <br /> considered accessory to the mining activity but <br /> must be included in the special review <br /> application and reviewed simultaneously with <br /> the mining special review application. <br /> 41 1 As to section 4.5.3(F) — regarding "applicable additional <br /> criteria" in section 4.3 — the Board ultimately concluded as follows: <br /> "This criterion is not applicable.
