The weather was clear during the <br /> inspection,with snow,ice and mud on the ground. The mine was active. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds were frozen and ditches were covered with snow and ice. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Mining of the SS2 panel was complete,and the longwall move was scheduled to begin on Wednesday <br /> March 16th. It was expected that the move would be complete by the second week of April. Development of SS3 <br /> had been challenging due to roof conditions,and was not yet complete, so the sequence of longwall mining had <br /> been changed accordingly.At the time of the inspection the planned sequence was: E14, SS3, SS4,E15,E16,E17 <br /> Two development crews were working, and MCC hoped to start a third. Development was in progress to complete <br /> the SS3 headgate and the SS4 submains. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The wash plant was running at the time of the inspection, and processing waste was continuing to be <br /> stockpiled on the surface of the RPE.No waste had been transported to the RPEE since the last inspection. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.032(3),Drainage 4.03.1(4)/4.032(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.032(5) and(6),Reclamation 4.03.1(7)/4.032(7): <br /> Roads around the facilities area were generally muddy but passable.No attempt was made to drive past <br /> the first hairpin on the RPEE haul road.
