The operator has applied for a partial bond <br /> release, SL3,on much of the reclaimed area. This inspection was scheduled to observe the condition of the <br /> reclamation as it pertains to the bond release request. A complete inspection and records check was conducted at <br /> the end of the bond release portion of the inspection. <br /> The inspection had been scheduled to begin at 10:30 am,but due to adverse weather,the start of the inspection <br /> was delayed until the inspector was able to arrive. The site was snow covered with approximatley 2-4 inches of <br /> fresh snow. Due to the snow cover,portions of the bond release area will need to be observed once the snow melts <br /> off. As a result,the bond release portion of the inspection remains open until the follow up observations can be <br /> made. <br /> The inspection was accompanied by Tony Tennyson of Elk Ridge Mining and Reclamation, and Mr. Dustin <br /> Garvey,landowner of a large portion of requested bond release area. Mr. Stan Garvey,landowner,also met us at <br /> the mine office,but did not accompany the inspection into the filed. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Mine Records were verified at the New Horizon Mine office after the surface portion of the New Horizon <br /> North inspection was conducted. The availability of records form accompanies this inspection. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> All areas included in the SL3 bond release request have previously received Phase I approval. Small areas <br /> within the reclaimed irrigated pasture and dryland pasture had demonstrated differential settling, and as a result, <br /> water had been ponding in the low spots. Two low spots were repaired,relevelled and reseeded in 2021,with <br /> operator and landowner coordination. The two repaired spots were located on the west side of the irrigated <br /> pasture. One was within the dryland pasture post-mining land use,while the other was within the irrigated pasture <br /> area. The landowner concurred that both areas were draining adequately now.
