PERMIT#:M-1984-001 <br /> INSPECTOR'S INITIALS:ACY <br /> INSPECTION DATE:February 22,2022 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the Colorado Division of Reclamation, Mining and Safety (Division) <br /> normal monitoring program. The Surface Rock Pit is a 112c permitted site that includes a total of 18 acres, of <br /> which approximately 5 acres has been affected by mining. This site is located approximately 11 miles southwest <br /> of Whitewater, CO and is accessed from State Highway 141. The inspection was conducted by Amy Yeldell of <br /> the Division. Jim Doody represented Kilgore Companies LLC dba Elam Construction. <br /> The mine identification sign was posted at the permit boundary entrance on the north side. It is noted that the <br /> entrance still states Parkerson Construction is the Operator. The sign should be updated to reflect the current <br /> Operator. The site was inactive at the time of the inspection. According to Mr. Doody, Elam Construction is not <br /> actively mining the site however Parkerson Construction continues to periodically use the pit. Several pieces of <br /> heavy equipment were stored on site.No fuel, trash or other hazardous material were observed.No structures <br /> are present. <br /> This pit has two entrances. A berm approximately 10 feet tall separates the operation from the highway. This <br /> material is likely topsoil and/or overburden to be used for future reclamation. The majority of fines or smaller <br /> sized material stockpiles has been removed from site. Remaining stockpiles are generally larger boulders (5' or <br /> greater) stored on the southern extent of the permit boundary. The highwall appears in a similar condition as <br /> compared to previous inspections. There are additional fines placed against the center of the highwall in order to <br /> allow the pit to extend further to the southeast away from the highwall. <br /> The Division currently requires a financial warranty amount of$39,820 for this site. The bond was last adjusted <br /> in 2018 (SI-1)during SO-4. In an effort to ensure the Financial Warranty adequately,reflects the actual current <br /> cost of fulfilling the requirements of the approved reclamation plan the Division will be updating the <br /> reclamation cost estimate.
