STATE OF COLORADO <br /> DEPARTMENT OF TRANSPORTATION <br /> Region 2 Materials Unit <br /> 5615 Wills Blvd <br /> Pueblo,CO 81008 <br /> (719)562-5532 <br /> PROJECT INFORMATION: <br /> PCN: 22210 <br /> PRJ: STA 2872-019 <br /> LOC: US 287B MP 85 to 112.6 <br /> May 22, 2019 <br /> TO: Zach Bay <br /> FROM: Jody Pieper <br /> SUBJECT: Pavement Justification Report <br /> Project STA 2872-019 is on US 287B from MP 85 to MP 112.6 in Kiowa County and Prowers <br /> County, Colorado. Improvements will consist of widening US 287B to add passing lanes in each <br /> direction along with ten foot shoulders. Currently, this portion of US 287B has a Drivability Life <br /> (DL) of 16 to 18 years. <br /> A component analysis of the existing pavements indicated that the pavement within the project <br /> limits is primarily structurally sound. As this project will consist of widening or adding onto existing <br /> Portland Cement Concrete Pavement (PCCP) that is structurally sound, a Life-Cycle Cost <br /> Analysis comparing Asphalt to Concrete was not performed. Instead, full depth concrete <br /> pavement is being recommended. This is in accordance with the 2018 CDOT Pavement Design <br /> Manual, Section 13.2. This project will be designed by the CDOT Region 2 South Program, with <br /> the pavement design and stabilization information supplied by the CDOT Region 2 Materials Unit. <br /> Traffic data used in the analysis is from the Division of Transportation Development based on <br /> 2018 published volumes. A preliminary soil survey was performed in 1996 and the subgrade <br /> information obtained from this soil survey was used in the design of the new pavement section <br /> recommended herein. The AASHTO computer design program AASHTOWare Pavement ME <br /> Design was used to analyze the new pavement section selected for this project. The output of <br /> the pavement thickness design is included with this memorandum. <br /> Recommendations <br /> Based on the results of the pavement analysis, Region 2 Materials recommends that the <br /> widening/new construction for the passing lane and shoulder improvements consist of following: <br /> US 287B — New Pavement Section for Widening/Passing Lane Improvements <br /> The new pavement section to be used for this project should consist of 11" of PCCP over 6" <br /> of ABC Class 6 and A-2-4 or better embankment materials. <br /> Applicable project special provisions for use on this project will be provided. In addition, a copy <br /> of the index of standard special provisions with applicable materials specifications for this project <br /> highlighted will also be provided. <br />
