PERMIT#:M-2002-111 <br /> INSPECTOR'S INITIALS:ACY <br /> INSPECTION DATE:February 10,2022 <br /> OBSERVATIONS <br /> This inspection was conducted in response to the request for full/final release (SL-1) submitted to the Colorado <br /> Division of Reclamation,Mining and Safety (Division), on January 24, 2022. The request was called complete <br /> and the public comment period began on January 31, 2022 and ends on February 15, 2022. Susan Borden and <br /> Ann Eckman represented the operator and accompanied Amy Yeldell of the Division on the inspection. The <br /> Gilsonite Gravel Pit is a 69.27 acre 112c site operated by Fruita Development LLC. <br /> The approved post mining land use is commercial industrial, however mining has yet to commence on this site. <br /> The purpose of this inspection was to verify that the site has no permitted mining related impacts requiring <br /> reclamation. And to ensure that overall the site appears to be in a similar condition as to when it was permitted <br /> and on previous inspections. <br /> The permit boundary is delineated by a t-post and wire fence. One main gate is located off of the public access <br /> road and other entrances to the pit are also accessible through locked private gates adjacent to the property. <br /> Overall this site remains unchanged from previous inspections. The site was partially covered by snow but the <br /> lack of changes and overall lack of use was apparent. Given that the site has historical mining and refinery use <br /> overall desirable vegetation remains low. Several `pond' depressions remain scattered throughout the site, as do <br /> the monitoring wells with oil tanks and pumps for mitigation work. No new excavation or other disturbances <br /> were identified. Overall the site remains free of debris or equipment. No excessive erosion was observed. <br /> Final reclamation was not completed at this site because no disturbances related to a permitting mining <br /> operation have occurred and only affected lands require reclamation. The site conditions have not changed since <br /> the time of initial permitting and the entire permit boundary is considered `undisturbed' for the purposes of <br /> permitting. Based on this inspection it is determined that the Operator has successfully complied with the <br /> requirements of the Act, Rules and Regulations, and that the entire permit area is ready to be released from any <br /> further reclamation responsibility.
