Article 17. WORK ACCESS AND INSPECTION <br /> The Principal Representative shall at all times have access to the work. The CONTRACTOR shall <br /> provide proper facilities for such access and for their inspection of the work. If any work should be <br /> covered up without approval or consent of the Principal Representative, it must if required, be <br /> uncovered for examination at the CONTRACTOR'S expense. <br /> If the Special Conditions, the Principal Representative's instructions, laws, ordinances or any public <br /> authority require any work to be specifically tested or approved, the CONTRACTOR shall give the <br /> Principal Representative timely notice of its readiness for observation by the Principal <br /> Representative or inspection by another authority. If the inspection is by another authority, the <br /> CONTRACTOR shall give the Principal Representative timely notice of the date of inspection and <br /> copies of certificates of inspection being secured by the CONTRACTOR. <br /> Article 18. PRIME CONTRACTOR <br /> If several CONTRACTORS propose to join together to perform the work, the Principal <br /> Representative will recognize only one bonded prime CONTRACTOR, who will enter into a <br /> contract with the Principal Representative, and who will subcontract the work to such others as are <br /> required to perform the work, unless a "joint venture" arrangement between CONTRACTORS <br /> satisfactory to the Principal Representative has been executed. In this case, the "joint venture" <br /> shall be bonded in accordance with these General Conditions and shall designate a <br /> Superintendent with whom the Principal Representative can communicate and who will supervise <br /> the work and be fully responsible for the performance of the work. <br /> Article 19. SUPERINTENDENCE OF THE WORK <br /> The CONTRACTOR shall keep a competent and reliable superintendent on the job at all times that <br /> labor is being performed. The superintendent, in the CONTRACTOR'S absence from the site, <br /> shall stand in the stead of the CONTRACTOR and any authoritative directions given to the <br /> superintendent shall be as binding as if given to the CONTRACTOR. <br /> The CONTRACTOR shall give efficient supervision to the work, using his best skill and attention. <br /> He shall carefully study and compare all Drawings, Specifications and other instructions and shall <br /> at once report to the Principal Representative any error, inconsistency or omission which he may <br /> discover, but he shall not be liable to the Principal Representative for any damage resulting from <br /> any errors or deficiencies in the Contract Documents or other instructions by the Principal <br /> Representative. <br /> The CONTRACTOR shall see that the work is carried out in accordance with the Contract <br /> Documents and in a thorough and first-class manner in every respect. The CONTRACTOR shall <br /> establish all lines, levels, grades, and marks necessary to facilitate the operations of all concerned <br /> in such CONTRACTOR'S work. He shall lay out the work in a manner satisfactory to the Principal <br /> Representative. <br /> Article 20. SUBCONTRACTORS <br /> The CONTRACTOR shall submit to the Principal Representative, a complete list of subcontractors <br /> for the project, including the name of the proposed subcontractor and a description of the work to <br /> be subcontracted. The CONTRACTOR shall not, without prior written approval of the Principal <br /> Representative, enter into any subcontract covering any part of the work covered by this contract. <br /> If at any time the Principal Representative determines that any subcontractor is incompetent or <br /> undesirable, he shall notify the CONTRACTOR accordingly in writing and the CONTRACTOR shall <br /> take immediate steps for cancellation of the subcontract. <br /> Colorado Division of Reclamation, Mining and Safety <br /> Page 7 of 22 Pages <br /> Revised: 8/25/2015 <br />
