Cook Paulene Pit <br /> Type of Mine: Pit Commodity- Sand and Gravel <br /> PRE-RECLAMATION SITE CONDITIONS <br /> The Paulene Pit is located northeast of Otis, Colorado, along Rock Creek north of the intersection of CR54 and <br /> CRD in western Yuma County. The mine permit was issued to Paulene R. Cook in 1987 for mining in a permit <br /> area of 9 acres. In 2002 the Operator initiated a revision to the permit to allow only 3 acres to be disturbed at a <br /> time, which was approved. In 2014 during a routine monitoring inspection, the Division determined that more <br /> than 3 acres had been disturbed as well as an erosion problem with the pit, and required a Technical Revision to <br /> the permit. The Operator failed to resolve the problems, and a subsequent inspection in 2015 revealed <br /> additional problems with operations outside of the mine permit boundary, erosion, incorrect signage, and <br /> boundary markers. At this time, the Division recalculated the costs of reclamation to be $20,000. The Operator <br /> did not post bond for the surety increase. In 2016, a formal hearing for the Mined Land Reclamation Board was <br /> held. As a result, the Mined Land Reclamation Board found the Operator in violation for failing to comply with the <br /> conditions of the permit. The drainage swale area was smoothed to promote drainage toward the culverts. <br /> The entire permitted disturbed area (3 acres) was seeded and fertilized, and the areas disturbed by reclamation <br /> construction (aprox 1.5 acres) was mulched with weed-free straw and crimped. <br /> Remaining Reclamation Requirements and Estimated Cost: Reclamation was not able to fill in the low areas <br /> at the site to prevent ponding after storm events or re-establish the historic drainage channel through the site due <br /> to insufficient funds.
