This plan must be correlated to Exhibit E—Map. The
description of the mining plan must be adequate to satisfy the requirements of Section 3.1
and demonstrate compliance with Rule 3. At a minimum, the Operator/Applicant must
include the following information:
(1) The purpose of the mining plan is to describe how mining will affect the permit
area for the duration of the operation. This plan must be correlated to Exhibit E—
Map:
(a) The estimated dates mining will begin and end. If the operation is
intended to be an intermittent operation as defined in by statute, the
Applicant should include in this exhibit a statement that conforms to the
provisions of the Statutory requirements:
The proposed operation will not be an intermittent mining operation.
Mining operations have begun under a previous 111 Permit. This application will
allow use of the northern access road. This is a CDOT roadway project and
removal of the borrow material from the site should require less than 18 months
from the beginning or the previous 111 Permit. Removal of borrow material from
the site and site reclamation should be finished prior to the middle of 2022.
(c) The estimated depth topsoil will be salvaged, specify how the topsoil
will be stockpiled and stabilized with a vegetative cover or other means until
used in reclamation. Topsoil stockpiles must be protected from mine
operations traffic, stream channels or drainageways. The location must be
shown on Exhibit E—Map:
The average depth of plant growth removal was approximately three inches, given
the highly disturbed nature of the site. We will continue to recover what suitable
plant growth material is available and stockpile for reclamation. At this point it is
difficult to accurately estimate available plant growth material due to the high
degree of site disturbance.
46
