8 February 2022 C-1981-010/Trapper Mine RAR <br /> o Blasting notification signs were placed at the entrance to the site. <br /> o Pond identification signs were prominently displayed in the vicinity of the ponds visited and were <br /> in adequate repair at the time of inspection. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3);Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance 4.03.1(5) <br /> and(6)14.03.2(5)and(6);Reclamation 4.03.1(7)14.03.2(7) <br /> o Main haul roads were in good repair and well maintained at the time of inspection. <br /> o Haul roads were dry and,as were roads in L and N Pits. <br /> o Access roads were mostly inaccessible throughout the site due to snowpack. <br /> o Ditches appeared to be functioning adequately. <br /> SUPPORT FACILITIES—Rule 4.04 <br /> o The Ash Pit exhibited a firm surface throughout. No issues were observed requiring attention at <br /> the time of inspection. <br /> o Storage area for blast magazines appeared orderly. All storage containers were adequately spaced <br /> and locked at the time of inspection. <br /> HYDROLOGIC BALANCE—Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge Structures 4.05.7, <br /> 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage-Acid <br /> and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> Unless otherwise noted, pond banks and dams appeared stable at the time of inspection. Spillways and <br /> flumes were accessible at the time of inspection. The entire No Name system has significant aquatic <br /> vegetation growing in each pond causing water chemistry to fluctuate. The following pond systems were <br /> visited: <br /> a) Impoundment H snow covered and frozen. May be holding a small amount of water <br /> b) No Name Ponds were snow and ice covered. Baseflow was occurring at the time of <br /> inspection. Cattails and grasses are growing at the spillway. <br /> c) East Middle Flume 91 held water and was not discharging at the time of inspection. <br /> Frozen and snow covered at time of inspection. <br /> d) Middle Flume 93 was holding water and ice covered and frozen over <br /> e) East Pyeatt Ponds 91 and 9 2 had been drained and dredged in the fall and were holding a <br /> small amount of water and snow. <br /> TOPSOIL—RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4 <br /> o No instability or Tilling were noted on the observed topsoil piles. Piles appeared to be marked <br /> appropriately and well vegetated. <br /> USE of EXPLOSIVES—Rule 4.08 <br /> General Requirements 4.08.1;Pre blasting survey 4.08.2;Public Notice of Blasting Schedule 4.08.3; <br /> Surface Blasting Requirements 4.08.4;Records of Blasting for Surface Coal Mining 4.08.5; <br /> Seismographic Measurements 4.08.6d stripping <br /> o No blast was observed to be set up at the time of inspection.
