PERMIT 4: M-1974-086 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: February 7,2022 <br /> OBSERVATIONS <br /> This was a surety verification inspection of the Ralston Quarry conducted by Eric Scott of DR MS. Ralston Quarry is a <br /> 338.8 acre 112c permit operated by Asphalt Paving Company(APC) in Jefferson County approximately 2.25 miles north <br /> of Golden and 0.6 miles east of Hwy 93. The site identification sign was present at the entrance to the mine, and the <br /> permit boundary was well marked by"mining boundary" signs on existing fencing or steel posts. (Photo 1) <br /> On February 3, 2022,APC (current permittee) and Oldcastle SW Group, Inc. dba Asphalt Paving Co. (successor operator) <br /> submitted a succession of operator revision (SOI)to DRMS. The SO process selection made by both the current <br /> permittee and successor operator was to waive the right to a 30 day decision to allow DRMS to conduct an inspection of <br /> the site and determine the appropriate financial warranty required for the site, prior to completing the SO revision <br /> process. A complete bond calculation for Ralston Quarry was recently completed as part of AM04 which was approved <br /> by DRMS in April of 2019. The total bond required and posted is shown on the first page of this report, and CIRCES <br /> forms summarizing the AM04 bond calculations can be found in the site file. <br /> APC representative Mark Martin met DRMS at the scale house and led the inspection of the site. The inspection <br /> commenced with the slope stabilization area located on the west side of the ridge running N/S through the site and <br /> formed by the basalt intrusion currently being mined. Slope stabilization work was required in this area to correct <br /> ongoing landslide issues from historic activity. These landslides had impacted the off-site gravel road which allows <br /> access to areas around Ralston Reservoir. This work has been successfully completed, and the area appears to be stable <br /> and revegetating at this time. Monitoring of the area will continue to identify any future potential issues. Ralston <br /> Reservoir had been drained by Denver Water at the time of this inspection due to a large water supply infrastructure <br /> project. (Photos 2-3) <br /> No mining or material processing was occurring at the site at the time of the inspection due to a site shut down for <br /> winter maintenance, however,the asphalt recycling area appeared to have recently resumed operation. DRMS visited <br /> the quarry area on the east side of the ridge and noted that some concurrent reclamation has been undertaken at the <br /> south end of the mined area. (Photos 4-5) The activity at the site is proceeded according to the approved mining plan <br /> and is essentially unchanged since the approval of AM04, with the exception of the slope stabilization work, and an area <br /> of concurrent reclamation at the south end of the quarry area. Therefore, DRMS has determined that the existing bond <br /> is sufficient and appropriate for the succession of operators revision submitted.
