On-site personnel involved in responding to an emergency scene must carefully evaluate the <br /> situation prior to committing themselves and others to action.The severity of any injury,the <br /> quantity and concentration of any hazardous material released,the presence or absence of fire <br /> and/or energized electrical circuits, and the location of the incident are some of the primary <br /> factors used in determining an operations strategy both before and during an incident response. <br /> Responders should always perform a thorough initial and ongoing incident evaluation that <br /> accounts for these factors, and adjust their actions accordingly. A thorough incident evaluation <br /> should include the following aspects: <br /> a) The presence of physical and electrical hazards, or hazardous materials. <br /> b) The physical layout of the incident area. <br /> c) The extent of injury, if applicable. <br /> d) The type and quantity of materials spilled, if any. <br /> e) Any actions already taken. <br /> f) The number and skills of available personnel. <br /> g) The type and quantity of available equipment and supplies. <br /> h) The type and availability of both internal and external support. <br /> i) Alternate courses of action. <br /> Response operations will usually occur in two distinct, but often overlapping, stages once the <br /> incident evaluation and subsequent notification is complete.The first stage consists of those <br /> actions taken by the First Responder immediately after the notification phase.The second stage <br /> of operations consists of coordinated site-wide actions taken to successfully resolve a situation <br /> by multiple response personnel or external support services. Actions taken by the First <br /> Responder may or may not, successfully resolve the emergency at the Stage 1 level of <br /> operations. If the First Responder can successfully resolve the situation, then the second stage <br /> of operations will not be necessary. <br /> 2.1 Stage 1 Operations:First Responder <br /> The first person to arrive at the location of an emergency situation becomes the First <br /> Responder to the incident and assumes responsibility for the subsequent emergency <br /> response until they are relieved by a more qualified person.The First Responder can be <br /> any mine employee or a contractor's employee. Stage 1 response operations are <br /> coordinated individual operations undertaken by a single person upon encountering an <br /> emergency situation.The First Responder will proceed through the two distinct activity <br /> phases of Notification and Field Response Action when responding to an emergency <br /> situation. <br /> Stage 1 Notification <br /> The primary responsibility of the first responder in an emergency situation is the prompt <br /> notification of the emergency to other site personnel.The First Responder shall <br /> immediately relay an incident evaluation to one other person prior to taking any other <br /> action during an emergency response. <br /> Stage 1 Field Action <br /> 85 <br />
