HISTORICAL INTRDUCTION: <br /> The Camp Bird Mine, located in the San Juan Mountains of southwestern Colorado, is the site of <br /> a former underground base and precious metal mining operation.The mine site is situated approximately <br /> 6 miles southwest of the City of Ouray, in Ouray County and the property,as incorporated into Permit No. <br /> M-090,02-is more specifically known as the"Camp Bird 14-Level"(hereafter referred to as"Permit Area") <br /> The Permit Area is in the historic Srieffels Mining District that has been active more or less continuously <br /> since prior to The turn of the century. Permit M- 09002-surtace activity has been limited to an <br /> approximately 41-acre area immediately surrounding the 14-Level adit and is situated near the confluence <br /> of Imogene Creek and Sneffels Creek. The two streams combine near the center of the Permit Area to <br /> form Canyon Creek, which then flows in a northeasterly direction bisecting the remainder of the Permit <br /> Area. The most recent mining activity (conducted under Permit No. M- 090) 82-at the Permit Area was <br /> curtailed effective April 22, 1990, with initiation of limited reclamation activity commencing thereafter. <br /> This initial reclamation activity during the period 1990 through 1998 was generally limited to disassembly <br /> and/or removal of major structures located in the mill and adit areas. 11 On January 25, 1999, Camp Bird <br /> Colorado, Inc. submitted Technical Revision No. 1 to Permit M- 09082-to initiate: a two-year, phased <br /> implementation of major activity toward final and complete site reclamation. Technical Revision No. 1 <br /> (Phase 1) was approved by DMGMLRD on February 25, 1999, and field implementation was carried out <br /> during the months of June and July 1999. Phase I site reclamation primarily encompassed recontouring <br /> and stabilization of the two tailing impoundment facilities situated north of Canyon Creek, along with <br /> minor activities conducted in the mill/portal area on the south side. The upcoming Phase II site <br /> reclamation activities (the topic of this Technical Revision No. 2) will address remaining features situated <br /> south of Canyon Creek along with overall site revegetation and final site close-out.The content and extent <br /> of reclamation activity completed to date has been documented <br /> The content and extent of reclamation activity completed to date has been documented in prior <br /> reports, as described below. <br /> • Camp Bird Mine (Permit No. M- 090) Financial Warranty (letter report dated July 9, 1999). This <br /> letter report was submitted to DMG-MLRD to document partial or substantial completion of <br /> certain reclamation activities (performed through July 9, 1999). Its purpose was to quantify <br /> reclamation bond amounts related thereto (against a then-current updated DMG-MLRD financial <br /> warrant calculation of$124,245)to ensure that the existing Camp Bird financial warranty amount <br /> ($100,000) remained sufficient to cover outstanding reclamation components. A subsequent <br /> DMG-MLRD inspection conducted on 07/ 9912/verified that the completion of certain <br /> reclamation activities to date correspondingly reduced the outstanding reclamation obligation <br /> sufficient to retain the total financial warranty amount at$100,000 <br /> • Camp Bird (Phase 1 Mine Reclamation Report and Bond Release Request (dated July 16, 1999). <br /> This Camp Bird Colorado, Inc. report issued on conclusion of Phase I Site Reclamation activities <br /> performed during the summer 1999 construction season, including the following: Internal <br /> recontouring of the West Tailing Impoundment and placement of a 6-inch deep colluvium <br /> stabilizing cover and growth medium; Installation of a surface drainage conveyance pipeline to <br />
