However, the <br /> reclamation plan states that a minimum of 23 acres will have no topsoil replaced(industrial areas)and <br /> that only 6"of topsoil will be replaced for final reclamation in areas intended to be reclaimed as <br /> "general agriculture/dryland pasture". It appears that there will be an excess of available topsoil, <br /> therefore, DRMS strongly recommends that more than a minimum of 6"of topsoil be replaced in areas <br /> to be reclaimed as general agriculture/dryland pasture. <br /> 11)At what point in the mining/reclamation process will internal slopes be reduced from 1:1 or steeper <br /> back to 3:1 or flatter? The maximum height/length of working slopes should be defined so the <br /> necessary backfrll and resulting reclamation bond may be accurately calculated. <br /> 12) The proposed mining/reclamation plan appears that it will result in at least 3 large, unlined <br /> excavations approximately 36-37'in depth below the existing surface. How will groundwater levels be <br /> maintained after final mining and but before backfrll is above the static water level? Will excavations <br /> be allowed to fill to static water level, or will they be continuously pumped dry? <br /> 13)If excavated areas will be continuously pumped until backfilled above static water level, what are the <br /> anticipated pumping/discharge rates? <br /> 14)Pleaseprovide additional inert backfrll placement details(how will material be placed in the unlined <br /> excavations, max. lift thickness, compaction methods and standards, QA/QC testing and <br /> documentation, etc.)for areas that will be initially reclaimed as agricultural,but may be later utilized <br /> for IndustriaUCommercial purposes. <br /> 15)Item 8f of the provided Exhibit E(no buildings or structures will remain...) seems to conflict with the <br /> proposed permanent Asphalt Plant,Material Recycling Facility and Wet Plant..Please revise as <br /> needed. <br /> EXIHBIT F -Reclamation Plan Man (Rule 6.4.6): The map(s) of the proposed affected land,by all phases of <br /> the total scope of the mining operation, shall indicate the following: <br /> (a) The expected physical appearance of the area of the affected land, correlated to the proposed mining and <br /> reclamation timetables. The map must show proposed topography of the area with contour lines of sufficient <br /> detail to portray the direction and rate of slope of all reclaimed lands; and <br /> (b)Portrayal of the proposed final land use for each portion of the affected lands. <br /> 16)Please clearly show the acres/areas on Exhibit F that will be initially reclaimed as Industrial vs. <br /> Agricultural <br /> 17)If ASCI is proposing a phased mining and reclamation plan with a maximum disturbance of between <br /> 60 and 80 acres, it would be useful to have maps depicting the various stages of mining and <br /> reclamation proposed so that the information can correlate with Exhibit L <br />
