Introduction <br /> The Young Ranch Resource Quarry is located in both Clear Creek and Gilpin Counties at an <br /> elevation of 7,450-8,450 feet. The site is accessed from the Central City Parkway (CCP). <br /> Surface and mineral rights are either owned by the Young Ranch Resource, LLC or Central City. <br /> Central City ownership is limited to the City Right-of-Way(ROW) which includes certain cut <br /> and fill areas adjacent to the Central City Parkway. The Young Ranch Resource, LLC requests a <br /> Regular(112) Operation Construction Materials Reclamation Permit from the Colorado Division <br /> of Reclamation, Mining and Safety (CDRMS). <br /> The proposed CDRMS permit boundary includes 469.7 acres and recovery across 335.1 <br /> collective affected acres of Precambrian metamorphic rocks and overlying Neogene gravel that <br /> will supply construction materials in the Colorado Front Range market. A wildlife migration <br /> corridor will be maintained along the southern extents of the site. The wildlife migration corridor <br /> will be deed restricted following full permit approval and prior to the start of mining. This deed <br /> restriction will be in place during the life of the mine. <br /> The site will be mined in phases for bonding purposes. Initial operations will include <br /> construction via the first phase of mining to create a mine access road, processing area, and <br /> office area with truck scales. Further development of the quarry will occur over five total <br /> conceptual phases with reclamation occurring concurrently, where possible. Mining will be <br /> completed by blasting the bedrock, with transport of pit run to the processing area. An overlying <br /> unconsolidated gravel deposit will be excavated and processed. Stone processing will include <br /> optional washing and multiple stages of crushing to the required size and screening to blend <br /> various compositions of stone to meet construction material specifications. <br /> Reclamation will return the site to wildlife habitat made up of either mixed dry rangeland on the <br /> southern and eastern slopes and evergreen forest on the northern and western reclamation slopes. <br /> Final reclamation plans will be determined following consultation with Central City. Following <br /> the completion of mining, the processing area and access road will be fully reclaimed with only a <br /> site wide access road left intact. <br /> Young Ranch Resource <br /> December 2021 1-1 Lewicki 81 Associates <br />
