The landowner is encouraged to accompany the inspector, point out items to be included in the <br /> documentation, and discuss any items included in the survey and report. The landowner may also <br /> document the survey using their own photographs, video camera, and notes. The landowner may <br /> choose to collect their own water quality sample and send their portion of the sample to a lab of <br /> their choice. The surveyor will have extra sample bottles available for this purpose. If this choice <br /> is made, results from the test needs to be shared with the operator and the DRMS to be placed in <br /> each landowner's file. The operator also requests copies of any landowner photographs and notes <br /> to ensure a complete file of the survey is compiled. <br /> Upon the completion of the pre-blast survey the independent consulting company will assemble <br /> all documentation collected and compile a comprehensive report stating their findings and the <br /> results of the water quality testing. This report along with all photographic and video <br /> documentation will be burned to a DVD and 3 copies will be generated. One copy will be given <br /> to the property owner, one copy will be given to the operator, and the last copy will be kept on <br /> file with the DRMS. A paper copy and/or DVD version of the report can be requested by the <br /> landowner. <br /> Preliminary Blast Plan <br /> It is the goal of the site operator to complete all blasting activities safely and with minimal <br /> disturbance to the surrounding areas. The site operator plans to use a US Bureau of Alcohol, <br /> Tobacco, Firearms, and Explosives (ATFE) licensed third-parry blasting contractor or their <br /> internal licensed blaster to conduct all blasting activities on site to support the development and <br /> production of the quarry. Only qualified and licensed contractors will be allowed to interact with <br /> the explosives. This plan is prepared in accordance with Mine Safety and Health Administration <br /> (MSHA) Code of Federal Regulations (CFR) 30 Part 56 Subpart E—Explosives and Office of <br /> Surface Mining Reclamation and Enforcement(OSM)Blasting Performance Standards. <br /> Included in the preliminary blasting plan are: <br /> • Blast pattern design and drilling plan <br /> • Explosives types to be used <br /> • Storage of explosives <br /> Young Ranch Resource <br /> November 2020 5 (:rix Lewic4i and Assoeialcs YLLS' <br />
