APPENDIX 3 PRELIMINARY BLAST PLAN <br /> Introduction <br /> The following represents preliminary pre-blast survey, blast plan, monitoring plan, and <br /> mitigation plan for complaints and outlines the procedures and methods that will be used for all <br /> blasting, monitoring, and mitigation work. The plans detailed below are adapted from the Hitch <br /> Rack Quarry M-2016-010 Colorado Department of Reclamation, Mining, and Safety(DRMS) <br /> 112 permit application submitted in 2016. A more detailed and accurate blast plan will be <br /> prepared by the third-party blasting contractor and will be submitted to the DRMS following the <br /> start of operations and prior to beginning of active mining at the Young Ranch Resource. A <br /> third-party, potentially the same contractor as the blasting third-party, monitoring plan will be <br /> prepared and also submitted to the DRMS on the same schedule as the blast plan. <br /> Pre-Blast Survey <br /> As required by the Office of Surface Mining, Reclamation, and Enforcement(OSM) Blasting <br /> Regulations, a pre-blasting survey is required at least 30 days before the initiation of blasting. <br /> A pre-blast survey is used to document the existing condition of a structure prior to the <br /> commencement of any blasting activities being conducted at any site. These surveys are used to <br /> identify and record the pre-existing visible cracks or other defects in a structure before blasting <br /> begins in the area. Pre-Blast Surveys also include measuring the flowrate and evaluations of the <br /> water quality of existing wells on each property. <br /> The operator shall notify, in writing, all residents or owners of dwellings or other significant <br /> structures located within %mile of the permit area of how to request a pre-blasting survey of <br /> their property. Structures within the survey area will be identified using all available information <br /> including aerial photographs, county assessor data, State Engineer records, and maps. <br /> Landowner interviews may also be conducted to identify structure and well locations. Structures, <br /> that will be considered in the pre-blast survey, include houses or any other dwelling, garages, <br /> barns, outbuildings, cisterns, septic fields, and wells, etc. This list is not all inclusive and during <br /> the survey, the landowner may request that other structures on the property be surveyed. <br /> Young Ranch Resource <br /> November 2020 1 Crcg Ixwicki and A,� ixtm 11l.1A <br />
