10. Communication <br /> On the day of the blast, the scheduled blast time will be communicated to all personnel on site. <br /> Scale house and office personnel will inform customers, visitors, and vendors of the scheduled <br /> blast time and times when they are expected to leave the mining area. The primary notification <br /> regarding planned dates and times for blasting will be signs at each entrance to the property. <br /> Information on these signs will be posted 24 hours ahead of a planned blast and will be updated <br /> regarding time as necessary thereafter. <br /> 11. Blast Area Clearing and Firing Procedures <br /> Prior to a blast being initiated, all quarry personnel,visitors, vendors, and customers will be <br /> removed from the mining, processing, and other active areas and stationed at the entrance to the <br /> permit area. The site manager or lead blaster(from the third-party blasting contractor)will <br /> inspect the mining,processing, and other areas to confirm all personnel have cleared from the <br /> blast area. The site manager or lead blaster will confirm either visually or through <br /> communication with Central City personnel that the Parkway will be clear during the firing of <br /> the shot. <br /> Blast guards will be posted at all entrances to the permit boundary to make sure the access <br /> corridors through the active mining area are secure during the blast process. Blast guards will be <br /> in contact with the lead blaster via CB radio on a channel to be determined at the time the <br /> operation begins construction. Blast guards will have the authority to stop the blast at any time, <br /> up to the time when the blast is initiated. In the case of an emergency, blast guards will notify the <br /> lead blaster and stop the blast until the emergency situation is resolved. <br /> Access corridors will only be secured for the length of time needed to successfully complete the <br /> blast. The typical length for a blast is less than 30 minutes. Upon blast completion, access <br /> corridors will be released for normal use.
