material on the north facing slopes and very gravely broken surface bedrock on the south facing <br /> slopes. Rough sandy loam is irregularly found across south facing slopes interspersed with bare <br /> bedrock and coarse native rock. Growth medium required for reclamation will be created from <br /> partially decomposed plant material, sandy loam, and site derived tree mulch paired with crusher <br /> fines, as needed. This method of creating substitute growth medium will reuse site derived <br /> nutrients and will serve as adequate growth medium in lieu of otherwise absent true growth <br /> medium stripped from pre-mined areas. In the event that recovered/composted plant debris <br /> medium proves inadequate for seed germination, mulch derived from site harvested trees as well <br /> as `rock mulch' will be used to further enhance and protect substitute growth medium material <br /> from erosion. `Rock mulch' is created from onsite coarse blasted rock and serves to reduce soil <br /> erosion and provide `micro-climates' for seed germination by increasing shade, moisture <br /> retention, and protection from drying winds. <br /> Material destined for the WRL will be hauled by trucks from the processing area via the <br /> underpass beneath the CCP. General designs for the underpass beneath the CCP are shown on <br /> Maps C-2 through C-7 as an approximate location, orientation, and dimensions. This underpass <br /> will be at least two-lanes wide and capable of safely housing two passing dump trucks during all <br /> seasons of the year. Final underpass designs and construction details will be approved by Central <br /> City and their engineers. Final designs and Central City approvals will be supplied to the <br /> Division as a TR prior to beginning construction on said design. Construction of the CCP <br /> underpass will occur as Phase 1 mining is underway and the processing area is developed. <br /> The WRL will be constructed by edge dumping in lifts of approximately 50 feet in height. This <br /> will create an initial LOH:LOV slope, which will then be bulldozed to the final 2.2H:LOV slope <br /> to reclaim each WRL lift.
