on site, and how and where it will be temporarily stored on site. Will any chemicals be
used to extract the gold?
Potentially gold bearing gravel will be processed via traditional placer gold mining equipment
(e.g. trommel, sluice, and horizontal deck wash plant) prior to entering the bulk crushing
equipment located in the Processing Area. Exact locations of gold storage will not be disclosed
as gold is a sensitive and valuable commodity; however, any recovered gold will be handled
exclusively by a competent party. No chemical processing treatments will be used on site; only
water is used in processing gold and gravel.
10. Please provide demonstration that no toxic or acid-forming materials will be exposed or
disturbed as a result of the proposed mining operation.
The site is outside and east of the Colorado mineral belt; therefore, toxic or acid-forming
minerals are not present in the rocks to be mined and will thus not be exposed or disturbed
resulting from mining. In the mineral belt west of the Young Ranch Resource, acid-forming
minerals include pyrite and pyrrhotite, neither mineral is present in the rocks at the Young
Ranch Resource Quarry. Additionally, and as a simplified explanation, acid neutralizing
compounds or minerals, such as calc-silicates and tectosilicates (e.g. plagioclase) are found in
abundance within the bedrock to be mined. These later minerals over long time periods serve to
regulate free sulfur and thus minimize the potential for acid rock drainage. Therefore, not only
are acid-forming minerals not present at the Young Ranch Resource, other minerals that
effectively preclude the formation of acid via sulfur interaction are found in abundance. In sum,
there is no potential for acid rock drainage to occur on site as a product of mining nor by
creating the WRL.
11. The application proposes realigning Central City Parkway during mine phase 2 (if the
necessary county and city approvals are obtained). Please provide the design
specifications and drawings for the proposed road realignment project.
Realignment of the Central City Parkway is an option that will be analyzed and approved at the
discretion of Central City. Designs shown on Maps C-6 and C-7 include grading designs only
and will be constructed as gravel road that does not impede wildlife access. Final road designs
and drawings will be submitted to the Division as a Technical Revision prior to construction of
any changes to the currently included designs.
12. Please provide more details on the existing culvert that runs under Central City Parkway
and describe how it will be modified to accommodate drainage from the phase 1
processing area. Will this culvert location coincide with the proposed waste rock
conveyor underpass?
During phase 1 mining, only one culvert will be impacted as shown on Map C-3 located in the
eastern extent of the phase 1 processing area. The first steps of opening the Young Ranch
Resource quarry will be closure of the inlet of this culvert and filling the drainage to create a
phase 1 processing area. Once a flat pad is completed, a sump will be created and maintained
on each side of the mine entrance that allows for stormwater to infiltrate within 24 hours. If a
large storm event requires that either or both sumps be pumped and once the CCP access
underpass and access to the WRL is complete, the pad will be graded such that stormwater can
flow through the underpass, travel through a pipe down the slope, and enter the drainage via
infiltration within the active lift of the WRL where WRL stormwater controls will suffice.
December 2021 4 E Lcwicki 81 Associates
