Ed <br /> Ogrodny of Mountain Coal Company(MCC)accompanied the inspection. The weather was clear and cold during <br /> the inspection,with several inches of new snow on the ground. The mine was active. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The SG and RPE ponds were frozen and snow-covered. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the SS2 panel at around cross-cut 11. Development of the SS3 headgate was in <br /> progress,between cross-cuts 12 and 13. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Most of the waste material that had been temporarily stockpiled on the surface of the RPE had been <br /> transported to the RPEE. Contractors with Wells Excavating were running two dump trucks(with snow chains on <br /> the middle axle) and a loader at the time of the inspection. The RPEE was not inspected. <br /> The wash plant was running at the time of the inspection, and was continuing to generate waste. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> Roads around the main facilities and Sylvester Gulch facilities area had been plowed.
