Mindy Sickels of ERMR met the inspector at
the New Horizon office and accompanied the inspection. Mr. Tony Tennyson was planning to be at the mine site,
but we missed one another due to a winter storm moving into the area.
The weather was cold with a light snow the previous night and snow flurries blowing through during the
inspection. The mine is in reclamation status with several remaining items that will need final reclamation in the
future.
FISH and WILDLIFE—Rule 4.18:
On the east side of the mine, there were numerous deer tracks in the fresh snow. Several deer were
grazing on the west side of the mine. Two large raptors were observed perched in one of the dead cottonwood
trees on the north side of the irrigated cropland field. The photo was not very clear, but one of the birds might be a
bald eagle.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
The area has been rather dry with few light precipitation events recently. The ditches and ponds were dry.
No evidence of recent runoff was noted at Pond 2 or Pond 1. The embankments were well vegetated at Pond 2.
Inslopes and embankments on Pond 1 were adequate and establishing vegetative cover capable of stabilizing the
slopes.
RECLAMATION SUCCESS-Rule 4.15,Rule 3:
The Irrigated Pasture was cut and dormant. The field was frosty during the inspection. No concerns were
noted. Any drainage off this field appears to be running off without concentrating and creating gullies.
Mindy said that vegetation sampling had been conducted on the New Horizon North property this summer. Later
discussion with Tony Tennyson noted that ERMR may be submitting an application for additional bond release for
Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 5
