2 Scope of EPP <br /> In preparing this EPP, the mine plan (Exhibit D)was evaluated to assess what portions of the <br /> project have the potential to be affected by designated chemicals, by toxic or acid-forming <br /> materials, or acid mine drainage. The scope of this EPP includes the following areas, which are <br /> considered either EPFs (i.e., Reagent Room) or considered additional environmental controls <br /> required to control toxic or acid-forming materials and acid mine drainage. <br /> 1) The Mill Reagent Room (EPF) <br /> 2) The Passive Mine Water Treatment System and Mine Water Management System. <br /> 3) The Tailings Storage Facilities (TSF) (i.e., Revenue TSF and Atlas TSF) <br /> The chemicals used at the Revenue-Virginius Mine stored for use within the Reagent Room are <br /> listed in Table U-1, which includes information on chemical use, typical storage volumes, and <br /> the fate of the reagent. The storage location for designated chemicals is shown on Map U-1. The <br /> areas that have the potential to generate toxic or acid-forming materials or mine drainage include <br /> the TSFs and the Revenue portal although these areas generally are not expected to be acid <br /> forming. <br /> The scope of this EPP concerns activity within the affected lands boundary near the Revenue <br /> portal. The three ventilation shafts that are part of the affected lands boundary as part of DRMS <br /> Permit No. M-2012-032 do not contain chemical storage nor do these areas generate water <br /> discharge that could contribute to acid mine drainage. Water generated within the ventilation <br /> shafts drains underground and is treated through the five-stage passive mine water treatment <br /> system at the Revenue Portal. <br /> A brief description of the Mill Reagent Room EPF as well as the five-stage mine water treatment <br /> system and the Atlas and Revenue TSFs is provided in the sections below. <br /> 2.1 Mill Reagent Room <br /> Construction of the Reagent Room was permitted in 2016 as part of the Mill Filter Building <br /> expansion in Technical Revision 09 (TR-09). The expansion is located on the east side of the <br /> Mill Building (See Map U-1). The request for certification of the Reagent Room as an EPF was <br /> submitted to DRMS as TR-14 and is conditionally approved pending completion of construction <br /> and final inspection by DRMS. <br /> Mill reagents including designated chemicals are stored in the Reagent Room. Retaining and <br /> footing walls are in place to contain reagents along with sump pumps to recycle spilled material, <br /> if any, back into the process.
