4) BACKFILL <br /> a) Onsite overburden,onsite crusher fines,wash plant fines and imported inert material will be <br /> used to backfill the mine. <br /> b) The only material received at the site will be inert material per the DRMS Construction Material <br /> regulations 2 CCR 407-4 Rule No. 1.1 Definition(20)"Inert Material" means non-water-soluble <br /> and non-putrescible solids tozether with such minor amounts and types of other materials, <br /> unless such materials are acid or toxic producing.as will not significantly affect the inert <br /> nature of such solids.The term includes, but is not limited to,earth,sand,gravel,rock, <br /> concrete which has been in a hardened state for at least sixty days,masonry,asphalt paving <br /> fragments,and other inert solids. <br /> c) Inert Backfill Material-It is ASCI's intention to use primarily native and natural aggregate <br /> materials for inert backfill material. It is especially important to ASCI that only acceptable non- <br /> contaminated, inert materials are delivered to the site.ASCI will use reputable contractors that <br /> will follow site permit rules and guidelines.ASCI will collaborate with the contractors to obtain <br /> assurances that the inert materials are free of contaminants and are native or natural materials. <br /> ASCI will exercise every effort to learn as much as reasonably possible about the inert materials <br /> received at the site to ensure that those materials are free of contaminants.All inert materials <br /> are delivered by pre-approved contractors that have a history of working with ASCI. <br /> d) Clean,offsite-inert materials will be accepted and incorporated as mine backfill material that <br /> include soil,earth,dirt,gravel,sand, rock,and masonry. Onsite materials to be incorporated <br /> into the backfill may include overburden,wash plant and crusher fines. <br /> e) Using inert fill materials to fill the site will allow for future heavy industry or dryland pasture use <br /> on the property.The benefits for the inert fill materials are: <br /> i) Creating usable property for agriculture use. <br /> ii) Increasing the visual attractiveness of the site and surrounding area. <br /> iii) Providing private entities with inert fill alternatives. <br /> iv) Revenue to the City of Evans and the State in future taxes from industrial companies that <br /> will locate to the site. <br /> v) Increased employment opportunities created by the development of the inert filling <br /> operations and reclamation of this site. <br /> f) No contaminated materials will be allowed on or accepted at the site. <br /> g) Asphalt and concrete materials are considered an inert material, but ASCI will be diverted these <br /> materials to the recycled aggregate materials operation. <br /> PHASED RECLAMATION <br /> 1) The site will be filled in phases. Reclamation will occur concurrently with mining wherever possible <br /> to directly backfill material into previously mined areas. <br /> a) The expected reclamation schedule is presented in the following table. Inert backfill material <br /> may be stockpiled until an excavation is ready to receive the backfill material. <br /> 2) Mine Phase 1, Mine Blocks 1A(Asphalt Hot Plant/Recycle material area,112 acres and Mine Block <br /> 1B is the wet plant area(±11 acres) reclamation is heavy industry. <br /> a) These areas will be filled with onsite overburden to setup final site contours for the industrial <br /> facilities in about one year. <br /> b) These sites will be graveled.
