November 22, 2021 State of Colorado RECEIVED Department of Natural Resources Division of Reclamation, Mining and Safety NOV 2 9 2021 1313 Sherman Street, Suite 215 Denver Colorado 80203-2273 Colorado Division of Reclamation, RE: Change of Status Notification Mining and Safety Division of Reclamation, Mining and Safety, Attn: Lucas West Rio Grande Silver (RGS) is scheduled to resume underground activities in April 2022 at the Bulldog Mine Operation, Permit No. M-1977-215. RGS is therefore requesting a permit change of status from Temporary Cessation to Active. Underground activities in 2022 will be the first year of a multi-year rehabilitation and pre-development program to determine if the project is economically viable before moving forward with the construction and operation of a water treatment plant, additional waste rock and tailings storage facilities and mining and milling operations. Planned work for 2022 includes the following: • Dewater the 9360 Level. • Conducting rehabilitation work from the end of the 9400 decline back to the 93059 stope. Approximately 3,000 feet of rehabilitation work. This will allow access to the southern end of the resource to begin resource confirmation work that includes channel sampling and core drilling. • Establish a water management system that prevents the 9360 Level from filling with water (See Figure 1). Rehabilitation and resource confirmation work that includes channel sampling and core drilling will continue on the southern end of the resource in Year 2 (See Figure 2) continuing to the North end of the resource in Year 3 (See Figure 3).
