PERMIT#:M-2004-078
INSPECTOR'S INITIALS: ECS
INSPECTION DATE:November 16,2021
OBSERVATIONS
This was a routine monitoring inspection for the Lupton Lakes site, a 112c sand and gravel operation permitted
by Denver Water and operated by Martin Marietta Materials (MMM). The inspection was conducted by Eric
Scott of DRMS. DRMS met onsite with Bard Piede and Dan Babyak of Denver Water, and accompanied them
on a tour of the site. The site identification sign was present at the site entrance (Photo 1) and various locations
around the site perimeter, however the site name was incorrect, and the permit boundary was defined in almost
all areas by site fencing.
Mining activity appeared to be in compliance with the approved plan at the time of the inspection, and the site
appears to be well run and maintained. All mining activity was taking place in the southern cell of the site
during this inspection(Photos 2-4). Mining in the northern cell has been completed and reclamation in that area
is almost done with all sloping completed and revegetation well underway. The conveyor structure over Hwy
85 as approved in TR8 is in place and operational, and Denver Water is currently installing infrastructure in the
north cell as approved in TR9. Denver Water stated that the gas well and supporting lines in the south cell had
been plugged and abandoned and that feature would now be mined through as soon as the TR for the
modification is submitted to and approved by DRMS.
The issues requiring correction noted during this inspection were:
• The omission of permit boundary markers from a small area of the permit—property not owned by
Denver Water and the location of a gas and oil well;
• Incorrect site name on several of the mine site identification signs.
DRMS will require that the area outside of the site fence, but still within the current permit area, (occupied by
the gas well and facilities) either be properly marked, or released from the permit area as"unaffected area".
The site name should also be corrected on the site identification signs to avoid confusion with the nearby, but
separate, Martin Marietta Riverbend operation site.
Inspection Contact Address
Brad Piede
City&County of Denver,Board of Water Commissioners
1600 W. 12th Ave.
Denver,CO 80204
