PERMIT#:M-1997-058 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE:November 16,2021 <br /> OBSERVATIONS <br /> This was a monitoring inspection conducted by DRMS at the Hall Irwin Baseline Resource site. This site is <br /> located near the intersection of WCR 2 (Baseline Road) and WCR23 immediately northwest of Brighton in <br /> Weld County. There are 209.6 acres currently permitted at this 112c site. The inspection was conducted by Eric <br /> Scott of DRMS. The DRMS representative met with permittee representatives Ed Lafferty of Hall-Irwin at the <br /> site entrance at approximately 09:30. DRMS noted that the site identification signs were present for both <br /> Baseline and adjacent permit Parker-Dersham(M2006-003)near the former entrance to the property off of <br /> WCR2 (Photo 1). <br /> The inspection was requested by Hall-Irwin to get DRMS feedback and documentation of the reclamation work <br /> that has been completed on the Baseline and Parker-Dersham permits over the 2021 season. During a 2020 <br /> inspection of the site it was noted that mining activity ended at this site several years ago, and the majority of <br /> the remaining work to be done consisted of cleaning up the reservoir areas above water line (removal of excess <br /> overburden, surface grading, and replacing topsoil stockpiles) and establishing the appropriate reclamation <br /> vegetation. The lined reservoirs have been approved by the SEO office. <br /> As can be seen in the attached site photos (Photos 2-6), all overburden and topsoil stockpiles have been <br /> removed or replaced, all shoreline and upland areas have been regraded, and all areas above the reservoir <br /> waterline have been seeded and mulched. Some additional work required by the SEO office was also <br /> completed under TR3 as approved by DRMS in July of 2021. The work completed to date at the site looks <br /> very well-done, and all that remains at the Baseline site for full reclamation to be completed is for the newly <br /> seeded vegetation to establish.
