WESTERN
SLOPE
FLAGSTONE
QUARRY No.2-
FONTANARI
PERMIT EXHIBIT
D to MINING
PLAN
t/10f 8.)EXISTING/SURROUNDING USES:
The proposed gravel pit is for the removal of large lava or Basalt boulders for use as
rip/rap and landscaping purposes. Any select material found suitable as road base or
structural fill will also be utilized. The proposed mining sites are presently zoned
agricultural/forestry transitional (AFT)
The proposed sites are primarily located Southeast of Cameo on a high mesa which
slopes Northwesterly at 5-6%grade toward the Colorado River.
In the early 1900's the site was farmed by a pioneer by the name of Crawford. Later,
the property and senior water rights were sold to the Town of Palisade. The water rights
were transferred up stream on Rapid Creek and converted to domestic use for the Town
of Palisade.
Junior water rights exist which are now owned by the Fontanari Trust and were
previously used to irrigate the subject property. These junior water rights in the Martin
Crawford Ditch generally receive water only in the early portions of the irrigation season.
Piped and un-piped portions of the Martin Crawford Ditch cross, and shalt continue to
cross, portions of the permit area. However, there shall be no irrigation allowed within the
permit area from the Martin Crawford Ditch or other water rights as may be acquired.Any
application of water within the permit area other than for permitted dust control shall
require specific permission from DRMS in the form of a permit amendment or revision.
The land within the permit area generally supports limited livestock grazing and wildlife
habitat (Range land).
The surrounding property consists of large parcels of 26 acres or more, also used
primarily for limited livestock grazing and wildlife habitat. There are existing electric
transmission lines, gas pipelines, and water pipelines on the surrounding properties.
A 100 foot wide electric transmission line right-of-way exists along the North portion of
the petitioners property. The easement has been excluded from the proposed sites
(See Middle Mine plan), and will not be impacted by the mining plan.
The Cite Water filtration plant is located approximately 1/4 mile to the South on a lower
(100 ft.)Bench just North of Rapid Creek.
Palisade Water filtration plant is located across Rapid Creek approximately'/2 mile
South from the site.
A previous rip/rap quarry, which is not active at this time, was located on Erikson's
property(Mesa County Conditional Use Permit C-45-86)approximately 1/8 mile to the
Southwest of this proposed site.
The closest residence is Erickson's, located North of Rapid Creek. The next closest
resident is Emery Atchinson. aooroximately 1/4 mile westerly of Erikson's.
