Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> CONVOENTS <br /> This was a complete inspection by Leigh Simmons of the Division of Reclamation,Mining and Safety(Division). <br /> Kathy Welt of Mountain Coal Company(MCC) accompanied the inspection.The weather was cloudy but dry <br /> during the inspection,with rain/snow in the forecast. The mine was active. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were available in the mine office,details are given at the end of this inspection report. <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6;Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2;Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Contractors with Wells Excavating of Delta,CO,were working on the ditches and sediment control <br /> structures on the RPEE haul road. Drainage was being improved and straw bale sediment traps were being <br /> replaced with rock check dams. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the SS2 panel between cross-cuts 15 and 14. <br /> Development of the SS3 headgate was in progress, at around cross-cut 7. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> No waste was being generated or transported at the time of the inspection.An un-compacted temporary <br /> waste pile was still in place on the RPE.The surface of the RPEE was smooth and compact,with positive drainage <br /> towards the northwest corner of the pile. <br /> SLIDES and DAMAGE-Rule 4.12: <br /> At the Deep Creek crossing it appeared that flood debris had buried the inlet to the culvert intended to <br /> divert the flow of the creek beneath the crossing.
