across the property so they will be mined and reclaimed in two phases. The first will be the southern
area where the current disturbance is. Mining will proceed through the berm separating the Spring
Creek Pit and the neighboring gravel pit. The second phase will be the mining of the currently
undisturbed area in the northwest. Map C-2 shows the mining extents and general locations of the
previously mined area and the area to be mined.
Mining within the pit will use a 1 H:1 V to a near vertical slope on active mining faces until reaching
the final mining extents to maximize gravel recovery within the mine. Immediately after the highwall
reaches the outer mining extents, slopes will be backfilled to a 2H:1V final mining slopes. They will
be further backfilled during reclamation to a 3H:1 V reclaimed slope. These slopes can be visualized
in Map C-3. No more than 500 feet of active mining highwall will exist at any time without being
backfilled and regraded to reclamation slopes.
Reclamation will be completed concurrently with the progression of mining. Areas where mining has
been completed will be reclaimed to minimize the ongoing disturbance area. Highwalls will be
backfilled to a 3H:1V slope which can be seen in Map F-1. It is anticipated that there will be enough
overburden to supply the required backfill amount to regrade each slope. Some areas of the mine
have already been reclaimed, specifically along the south and western portions of the pit.
The total disturbed area with this expansion will be 87 acres. Following the completion of phase 1
mining in the southern area of the pit, a total of 62 acres will be disturbed. Approximately 11 acres
of this phase have been partially reclaimed as of 2021 including backfill, grading, and topsoiling.
This area is shown in Map C-2. The remaining 51 acres that are not partially reclaimed will need to
be retopsoiled. Nearing the end of phase 1 mining, phase 2 will commence in the northwestern
portion of the pit. This adds approximately 25 acres to the disturbance area. All 25 acres will be
topsoiled, seeded, and mulched. Prior to opening phase 2 for mining, additional bond will be posted
as described in Exhibit L.
No more than 500 feet of mining highwall will remain without being backfilled and regraded to
reclamation slopes at any given time.
2. Mining Timetable
Mining operations at the Spring Creek Mine will take at least 5 years to complete, based on an
annual production of 150,000 to 375,000 tons per year(260,000 tons per year average). This is an
estimate with the life of the mine will varying based on market conditions. Table D-1 - Mining
Timetable shows the mining sequence and the amount of time for each step.
Spring Creek Pit
September 2021 D-2 Lewicki&Associates
