Introduction <br /> This document is the proposed decision of the Colorado Division of Reclamation,Mining and Safety(the <br /> Division)in response to a request for a Phase III bond release at the North Thompson Creek Mine,Division <br /> file number C-1981-025, and termination of Division jurisdiction over the mine. The package contains <br /> four parts. These include: 1)procedures and summary of the bond release process;2)criteria and schedule <br /> for bond release; 3) observations and findings of the Division regarding compliance with the bond release <br /> requirements of the Colorado Surface Coal Mining and Reclamation Act and regulations promulgated <br /> thereunder; and 4)the Division's proposed decision on the request for bond release. <br /> Detailed information about the review process can be found in the Act and the Regulations of the Colorado <br /> Mined Land Reclamation Board for Coal Mining. All Rules referenced within this document are <br /> contained within the Regulations. Detailed information about the mining and reclamation operations can <br /> be found in the permit application on file at the Division offices, located at 1313 Sherman Street, Room <br /> 215,in Denver, Colorado. Alternatively,this information can be obtained in electronic form; contact the <br /> Division at(303) 866-3567 for more details. <br /> The North Thompson Creek Mine is an underground mine, which was permitted and operated by <br /> MINREC, Inc. The site is approximately seven miles southwest of Carbondale, Colorado in Garfield <br /> County. It is located in portions of Sections 27, 34, and 35 in T8S,R89W, and in portions of Sections 2 <br /> and 3 in T9S,R89W. It is within the USGS 7.5 Minute Quad Map of Stony Ridge. <br /> The ownership of the land for which bond release has been requested is federal and private, and the coal <br /> ownership was federal and private. There is no reclamation at the site associated with this bond release; <br /> all reclamation was previously released. The only remaining disturbed area at the site is a Developed <br /> Water Resources Area, a passive water treatment system consisting of a series of ponds and ditches. <br /> Two maps, one for the permit area and one for the Developed Water Resources Area, are included in <br /> Appendix A at the end of this report. <br /> Pennit Number C-1981-025 Page 2 of 7 <br />
