6. Proiect Trip Generation and Design-Hour Volumes
Trip generation represents the amount of traffic generated by an activity. A trip is defined as a
one-way vehicle movement with either the origin or destination within the proposed activity. The
Trip Generation Manual, a/k/a the ITE Manual, published by the Institute of Transportation
Engineers (ITE), 101h Edition, 2021, is normally used to estimate projected traffic volume.
However, the ITE Manual does not provide data for sand and gravel pit operations, nor for
ranching operations. Therefore, maximum permitted shipment of sand and gravel, types of trucks
used, and numbers of employees on-site daily have been used to estimate traffic generated by
the sand/gravel activity, including data from other companies and operations in the Pagosa
Springs area.
Detailed supporting limits, assumptions, and calculations are provided at Appendix A (omitted).
Summary
On average, hauling will be conducted up to 270 days per year, or up to 2700 hours per year.
■ Single-unit trucks include dump trucks ranging in size from 7.5 to 22.5 ton capacity, average
12 tons.
■ Combination units include dump trucks with pups and semi-trucks (either belly, side, or end
dump), ranging in capacity from 20 to 45 tons, average 24 T/truck.
■ Small "private" vehicles include vehicles up to 5-ton trucks, including pickups with trailers
under 30 feet in length, with a capacity of 1.5 to 7.5 tons, average 5 T/truck. These include
sedans, SUVs, and pick-ups used for commuting and administrative/regulatory activities.
Traffic counts and schedules
The proposed development is projected to generate traffic (for a maximum of 20 years (County
requirement))and then revert to ranch/ag. Therefore, 20-year traffic forecasting is not done in this
study.
The primary generator of traffic is the haul of construction materials from the site. The
conservatively high value for average daily haul is 12 combination and 2 single truck, and 4 small
vehicles, hauling a total of 320 tons/day. This is a private vehicle equivalent of 44 per day.
In addition to haul traffic, there are four other generators of traffic for the operation.
• Mobilization and demobilization of portable screening and crushing plants, done once
per year(4-8 days/yr),
• Increased support and commuting traffic during the processing season while the plants
are on-site, of up to 50 days (7 weeks, but expected to be 30-36 days (5-6 weeks),
• Support traffic during the hauling season of 270 days (including the processing season),
• Ranch traffic will continue,
• The peak daily traffic will take place during the mobilization and demobilization, with an
average of 146 pve movements on a total average of 6 days per year(37 pve during
peak hours .
Type vehicle Haul vehicles Haul vehicles Plant mob/ Other Peak Daily
peak season slow season demobilization Movements
Combo 12 6 4 1 34
Single 2 1 1 1 8
Private 4 2 4 6 28
Total mvmt 18*2=36 9*2=18 9*2=18 8*2=16 62
PVE 88 44 18 11 146
Days 180 90 6 313 --
Movements for peak daily traffic (6 days per year) are 62 (146 PVE)with 50% entering and 50%
exiting. That includes 42 combination or single truck movements and 28 small vehicle
movements.
C&J Gravel Products, Inc.
