EXHIBIT E - RECLAMATION PLAN <br /> GENERAL CONCEPT (6.4.5(2)a.) <br /> Reclaim the operation as non-irrigated grazing land or continued use to produce materials for the Dutton Ranch only. <br /> In general, replace soil stripped from mined areas and convert to grassland initially; use processing fines, overburden, <br /> and some construction debris to backfill and shape to final post-mining grade. Retain some roads (as discussed in <br /> Exhibit D) for future access to all portions of the site. (See acreages in Table E-1.) This reclamation plan is in <br /> accordance with existing pre-mining land use and land use in the surrounding area;the site and all surrounding property <br /> is zoned by Archuleta County as"Agricultural Ranch, Estate, or Forestry." <br /> Objective: to reclaim land affected by excavation "as you go" and create a stable topography and biological <br /> community to sustain the proposed post-mining use of the land and protect downstream water quality and quantity.As <br /> much as possible, as they are mined, soil and excess fines will be stockpiled and easily moved to their permanent <br /> locations as part of the reclamation. Some affected land (plant area, roads, stockpile areas)will not be reclaimed until <br /> the end of a phase or end of the project. Roads are designed to be located and constructed properly both for mining <br /> and post-mining use as access to portions of the site and areas off-site.
