prevention sediment runoff,with infiltration to ground water and through unmined alluvial materials(above <br /> shale)to the watershed of Dutton Creek.There will be no surface discharge with a 100-year-frequency or <br /> less precipitation(3.7 inches in 24 hours). <br /> MINED, UNMINED, AND DISTURBED AREAS: <br /> Within time constraints imposed by the County and assuming customer demand, between 69 and 132 acres will be <br /> mined,of 167.2 acres in the permit,and 299 acres in the contiguous portion of the Dutton Ranch parcel.An additional <br /> 35 to 60 acres will be affected but not necessarily mined. The entire 167.2 acres will not be actively mined or affected <br /> at one time: reclamation will progress with mining. Buffer zones inside the permit boundary and on the parcel will <br /> (among other uses)provide for biological reservoirs for trees,grass and forbs for reseeding of species not in seed mix. <br /> Generally, areas below natural elevation of 7880 feet(north)7920 (south)on the western slope of Oakbrush Hill and <br /> North Oakbrush Hill will not be significantly disturbed by operations. <br /> Three areas in the parcel are not intended to be mined or disturbed,except for the existing access road (FSR-650): <br /> o The southwest area, along CR-600 and west of Oakbrush Hill. Like the extreme western edge of the permit, <br /> it is a buffer zone. <br /> o A 200-foot buffer zone on a portion of the northern boundary of the site,to provide a buffer for neighboring <br /> landowners, and provide for a biological reservoir. <br /> o A 200-foot buffer zone on a portion of the eastern boundary, again to provide a buffer for neighboring <br /> landowners, and provide for a biological reservoir. <br /> The area to be mined may vary, based on quality and quantity of material, demand, and the current Archuleta County <br /> limit of 20 years. Some areas with too much overburden and too-thin deposits of materials being mined may be left in <br /> place and undisturbed, but cannot be predicted or shown at this time. <br /> Mining consists of the following tasks: <br /> 1. Cut timber and grub woody species, and beneficial use of that material as much as possible. <br /> 2. Strip and conserve soil in stockpiles(initially)or to place on backfilled areas with loaders. <br /> 3. Remove and relocate overburden to stockpiles(initially)or backfill areas with loaders/dozers. <br /> 4. Remove the raw material (pitrun) with loaders and/or backhoes/trackhoes; Large boulders, when encountered, <br /> may require use of pneumatic hammers to break up for crushing. (No explosives will be used.) <br /> 5. Move the pitrun by conveyor,loader or truck directly to plant or to stockpiles to feed the processing plant. <br /> 6. Screen,crush,and/or wash materials(by portable plants),and place in stockpiles in the plant area prior to shipping <br /> from site or use in on-temporary site plants(such as ready-mix or hot-mix plants). <br /> 7. Place excess materials (overburden, fines, reject, and oversize) and clean waste materials brought on-site, by <br /> loader for backfilling and compaction, generally as soon as possible and as material is made available to final <br /> slopes. <br /> 8. Maintain environmentally sound and safe and healthful conditions on site during these operations while preventing <br /> negative impacts off site. <br /> 9. Prevent environmental degradation constantly during operations by applying best management practices and <br /> responding immediately to incidents. <br /> 10.
