EXHIBIT D - MINING PLAN <br /> SUMMARY (PROJECT NARRATIVE) <br /> Resuming mining activities of the US Forest Service and owners of the Dutton Ranch for materials to be used on their <br /> own property,mining will continue on the eastern slope of Oakbrush Hill and the southeastern slope of North Oakbrush <br /> Hill,first expanding out into the flatter slopes to the east and then(if necessary/possible)on the crest of the two hills). <br /> The recent(2021)area impacted by Dutton Ranch operations will be a long-term location for processing and stockpiling <br /> of construction materials to be shipped via the existing FSR-650 to and on CR-600.At the end of permitted mining(up <br /> to 20 years in the future)the area will be reclaimed to meet State standards, including a small plant and excavation <br /> area to continue to provide construction material for the Dutton Ranch itself. <br /> PAST ACTIVITIES AND CURRENT CONDITIONS: <br /> This parcel(including the entire permitted/affected land area) has been mined for construction aggregates for at least <br /> fifty years,from circa 1968 to the present. Initially, mining was done by and for the Job Corps and US Forest Service <br /> for use on National Forest System lands. Some or all of the mined land (estimated at 5.5 acres on this site) was <br /> reclaimed in the late 1990s. (This was before the USFS performed the land exchange by which this parcel was made <br /> fee land and thus transferred into private ownership with mineral and surface rights which include sand and gravel.) In <br /> 2021,excavation and processing is being done by C&J Gravel Products Inc.for Dutton Ranch property use,by contract <br /> with Silesia Properties LP,the Dutton Ranch owner. <br /> For geology and soils data,see map in Exhibit A and discussion in Exhibit I <br /> For water data(surface and ground)see Exhibit G <br /> For vegetation data see Exhibit J <br /> For wildlife data see Exhibit H <br /> For climate data see Exhibit K <br /> For hazmat and related issues data see Exhibit M and S <br /> For access and road-related data see Exhibit M <br /> The site is a complex of quaternary sand and gravel deposits (alluvium,colluvium, and landslide deposits on top of a <br /> shale basement rock, located on the Eastern/southeastern side of Oakbrush Hill, in the upper portions of the Dutton <br /> Creek drainage. Depths to the bedrock shale vary considerably and are estimated or unknown. <br /> As of 15 October 2021,an area of approximately 6.1 acres is currently affected by operations to excavate and produce <br /> construction materials for use on the Dutton Ranch itself, started in August and continuing into the Fall, including <br /> approximately 3.1 acres for the processing plant and stockpile area (including stockpile of approximately 2 feet of <br /> soil/overburden from the plant area and excavation area)and access/parking, and 3.0 acres stripped and to be mined <br /> down to a depth of up to 20 feet, with necessary storm water controls along the eastern/southeastern edge of the <br /> affected area. One objective is to provide a plant and stockpile area with a grade of approximately 2%for operations, <br /> water management, and safety. <br /> The access road and haul road (FSR-650 on maps) between the proposed permit area from CR-600 already exists <br /> and is fully capable of handling proposed traffic for this operation and serve other Dutton Ranch operations.This road <br /> was constructed originally to serve the USFS gravel operations on Oakbrush Hill's eastern slope. <br /> GENERAL CONCEPT: <br /> Because the access road already exists, it is NOT included in the permit area except where it passes through <br /> the plant area. The mineral lease provides for maintaining/repairing this access road. An agreement with Archuleta <br /> County Road &Bridge Department will provide for maintenance of the intersection with CR-600. (See Exhibit M.) <br /> The permitted operations will initially take place in the existing 6.1-acre pre-permit affected area, as shown in <br /> exhibit C and documented by aerial(drone)photography.This work area(processing plant and stockpiles)will expand <br /> to 13.2 acres as excavation is continued to the south. <br /> Mining will be done on the crest and east of the crest of the hills to reduce visual impacts for traffic and <br /> properties on CR-600.The dense stands of trees on the western slope of the hills will serve to reduce visual,dust,and <br /> noise impacts together with the distance to CR-600.
