III. OBSERVATIONS AND FINDINGS <br /> PHASE I <br /> The application is for Phase III bond release only. <br /> PHASE II <br /> The application is for Phase III bond release only. <br /> PHASE III <br /> Because the North Thompson Creek Mine has no remaining liability for reclamation, in its review of SL- <br /> 07 the Division has not reviewed documents or observed the site in the context of approximate original <br /> contours,topsoil distribution, or vegetation success standards. <br /> The Division has reviewed the permit files and observed the site to assess the hydrologic balance of the <br /> permit area and adjacent area. In accordance with Section 3.03.2(2),the Division has evaluated whether <br /> pollution of surface or subsurface water is occurring, and the probability of future occurrence of such <br /> pollution. The evaluation considered information in the following documents: the Protection of the <br /> Hydrologic Balance section of the permit application package (PAP), Annual Hydrology Reports <br /> submitted by the operator, the Division's Annual Hydrology Report review memoranda, and documents <br /> in the SL-03 bond release application and file. The results of the evaluation are summarized below. <br /> Also, the Division has reviewed the permit files and observed the site in the context of stability and the <br /> approved post-mining land use. <br /> Surface Water <br /> The Protection of the Hydrologic Balance section of the PAP(Section 4.6.1.3)describes the structures and <br /> other measures used to limit the impact of mining operations on North Thompson Creek and other nearby <br /> surface water resources. The Division finds that the mine has been managed to limit these impacts. <br /> The Division review of the 2016 AHR, one of the last years in which data on water quality in the creek <br /> was collected for this site, stated the following: <br /> • Because of the water treatment system (the Developed Water Resources Area), discharges from <br /> No. 1 Mine and No.3 Mine do not reach North Thompson Creek. <br /> • The data suggested that the mine has not negatively impacted water quality in North Thompson <br /> Creek. Concentrations were similar upstream and downstream of the site. <br /> • There was no discharge to the creek through the outfall. <br /> Monitoring of North Thompson Creek was discontinued with a technical revision, TR-29 approved in <br /> Pennit Number G 1981-025 Page 5 of 7 <br />
