June 2018. The Division approved this revision because there has been no evidence of any adverse impacts <br /> to surface water at the site or in the receiving waters,including North Thompson Creek. In addition,there <br /> is no indication that future conditions will cause negative impacts to the hydrologic balance. <br /> A Water Quality Control Division Permit is currently active at the mine (Permit Number CO-048233). <br /> For several years,Discharge Monitoring Reports have indicated no discharge to the receiving water,North <br /> Thompson Creek. A review of the permit files reveals that this is true going back to(at least)2016. <br /> The recent inspection (September 13, 2021) and other inspections in the past several years have not <br /> indicated that the Developed Water Resources Area is causing any detrimental impacts to the hydrologic <br /> balance at the mine site or adjacent areas. This is reflected in Division findings for permit renewals and <br /> Division midterm reports. <br /> A breech of the ditch upgradient of the Refuse Pond was identified in September 2020. <br /> This issue was quickly rectified by the applicant and did not pose a threat to the hydrologic balance of the <br /> creek or other surface water because: <br /> • The water at this point in the system has been treated by several ponds(the Long Pond, Pond T-1, <br /> Pond T-2, and Pond P-9). <br /> • The discharge from the ditch infiltrated into the ground well before the flow reached the creek. <br /> Also, for these reasons,the Division does not find the possibility of future breaches to be problematic. <br /> Groundwater <br /> The Protection of the Hydrologic Balance section of the PAP describes measures used to limit the impact <br /> of mining operations on groundwater resources in the area of the North Thompson Creek Mine. (The <br /> Ground Water Section is 4.6.1.3.5 of the PAP.) The Division finds that the mine has been managed to <br /> limit these impacts. <br /> Groundwater monitoring at the site was discontinued with a technical revision, TR-23 in January 2004. <br /> The Division approved this revision because there has been no evidence of any adverse impacts to <br /> groundwater at the site or in the adjacent formations. In addition, there is no indication that future <br /> conditions will cause negative impacts. <br /> Water Rights <br /> In terms of water rights, no issues have been identified with the Developed Water Resources Area. The <br /> Division of Water Resources(DWR)was given the opportunity to comment with the most recent renewal <br /> of the permit(RN-07 in 2018)and no issues were raised by DWR regarding the treatment system. <br /> Permanent Impoundments <br /> Inspections over the past several years have revealed no issues with embankments, spillways, or other <br /> aspects of the treatment ponds at the North Thompson Creek Mine. <br /> Pennit Number C-1981-025 Page 6 of 7 <br />
