Water Division 1, Water District 2, Adams County SWSP ID: 5932 Approval Period: April 1, 2021 through November 30, 2023 Contact Phone Number for Mr. Rick Parsons: 303-667-5067 Contact Email Address for Mr. Rick Parsons: rick. parsons@parsonswater.com Dear Mr. Parsons: This letter is in response to your letter dated June 3, 2021, requesting a substitute water supply plan ("SWSP") amendment to the current SWSP approved on November 18, 2019 for the Frei Hatchery Pit site operated by Albert Frei and Sons ("AFS" or "Applicant") in accordance with § 37-90-137(11), C.R.S. The current SWSP approval covers depletions for the period of August 1, 2019 through February 28, 2022. Phase 2 of the mining operations at the site is behind schedule therefore the actual mining operations will extend through April 2023 and lagged depletions will extend through November 2023. Approval of this SWSP amendment supersedes the SWSP amendments approved on November 18, 2019 and August 12, 2020 for the period of this plan approval. The required fee of $257 for this SWSP has been submitted (receipt nos. 10012690). SWSP Operations The Frei Hatchery Pit is permitted for 53.2 acres and is located in the SW1 /4, Section 20, Township 2 South, Range 67 West of the 6th P.M. The property includes a 6.5-acre pond and a 0.3 acre pond that were exposed prior to 1981. The sand and gravel at the site is being excavated in two phases. The mining of Phase 1 was completed. Phase 2 will continue to be mined through April 2023. The aquifer profile in the Phase 2 area includes about 15 feet of saturated thickness above bedrock that is overlain with dry material to the ground surface. AFS dewatered approximately 20 acres within Phase 2 in order to install a compacted liner to facilitate dry mining in that area. The depletions that result from the mining operation during this plan period include dust suppression and water lost with the mined product. The proposed reclamation of the site is a combination of pre-1981 exposed surface area and backfill of the mining cells. The Applicant proposes to replace out -of -priority lagged depletions from the mining operation using fully consumable water leased from the City of Aurora.
