PERMIT#:M1979111 INSPECTOR'S INITIALS:RAR INSPECTION DATE:22 September,2021 OBSERVATIONS This inspection was conducted by the Colorado Division of Reclamation,Mining and Safety(The Division), in response to the surety release request submitted on 4 August 2021. The site was previously inspected by the Division on 21 August 2019, during a routine inspection. Jason Eager with Lincoln County accompanied me, Robin Reilley, of the DRMS during the inspection. The weather was calm,and the sky was clear. The Ivan Enderson Pit is located 13 miles north of Arriba, CO with access from County Rd 43. The pit is situated on the South Fork Arikaree River,which only flows during heavy storm events. When carrying water,the river flows eastward. The affected land is owned by Ivan Enderson. The pit is a 110c operation permitted for 6.3 acres for the removal of sand and gravel for county road maintenance and repair. The site is surrounded by rangeland and the postmining land use is rangeland. A mine sign was observed as required by Rule 3.1.12. The operation consisted of pushing material up from the riverbed and stockpiling on the northern banks of the river. As reclamation has been completed,the site was not active at the time of inspection. The site has been reclaimed and all material stockpiles, structures and equipment have been removed. Annual reports indicate that reclamation occurred in the 2020/2021 report cycle. The northern river banks and stockpiling area are relatively flat and native grasses and annual weeds have volunteered into the area. The riverbed appeared undisturbed at the time of inspection. The approved reclamation plan for this site includes grading all disturbed slopes to a 31-1:1 V or flatter gradient, scarifying the disturbed areas outside of the river bed, and revegetating that land with a rangeland seed mixture. Only that portion of the haul road inside the permit area is to be reclaimed. No topsoil is required for reclamation since no extraction occurred outside of the river bed. As reclamation has been completed,the site was not active at the time of inspection. Vegetation for the most part was adequately established with diverse rangeland species. Some weeds were present and did not pose a cause for concern. The riverbed and banks appeared stable. Some weeds and other volunteers existed in the mined areas of the river bed. Seeding was not required in the mined areas of the river bed. From the annual reports, it appears that reclamation occurred in annual report year 2020/2021. The site has been reclaimed and all material stockpiles, structures and equipment have been removed. The Division currently holds no financial warranty because it is a county operation.
