PERMIT #: M-2000-066 <br />INSPECTOR'S INITIALS: RAR <br />INSPECTION DATE: 22 September, 2021 <br />OBSERVATIONS <br />This inspection was conducted by the Colorado Division of Reclamation, Mining and Safety (The Division), <br />in response to the surety release request submitted on 4 August 2021. The site was previously inspected by <br />the Division on 21 August 2019, during a routine inspection. Jason Eager with Lincoln County accompanied <br />me, Robin Reilley, of the DRMS during the inspection. The weather was calm, and the sky was clear. <br />The Raymond Enderson Pit is located 23 miles northeast of Genoa, CO with access from County Rd 41. The <br />pit is situated on the South Fork Arikaree River, which only flows during heavy storm events. When carrying <br />water, the river flows eastward. The affected land is owned by Raymond Enderson. The pit is a 110c <br />operation permitted for 9.9 acres for the removal of sand and gravel for county road maintenance and repair. <br />The site is surrounded by rangeland and the post -mining land use is rangeland. A mine site identification <br />sign was observed as required by Rule 3.1.12. <br />As reclamation has been completed, the site was not active at the time of inspection. In the approved mining <br />plan, the operator committed to restricting extraction to the river channel, and not mining the river banks. <br />The approved reclamation plan for this site includes grading all disturbed slopes to a 4H:1V or flatter <br />gradient, ripping any compacted areas of disturbed land outside of the river bed, and revegetating with a <br />rangeland seed mixture. Only that portion of the haul road inside the permit area was reclaimed. No topsoil <br />was required for reclamation since no extraction occurred outside of the riverbed. <br />The riverbed does not show evidence of any recent mining activity and is flat throughout the permit area. <br />Some weeds and other volunteers existed in the mined areas of the river bed. Seeding was not required in the <br />mined areas of the river bed. From the annual reports, it appears that reclamation occurred in annual report <br />years 2019/2020 and 2020/2021. The site has been reclaimed and all material stockpiles, structures and <br />equipment have been removed. <br />The Division currently holds no financial warranty because it is a county operation. No problems or <br />violations were noted during this inspection.
