Vima Partners LLC.
1 September 2021
A technical memo from AloTerra Restoration Services has been prepared. See updated
Exhibit H.
Rule 6.4.9: Exhibit I Soils Information
DRMS notes that a unique NRCS soil survey was provided with the application, adequately meeting the
intent of the above rule.
Rule 6.4.11 Exhibit J Vegetation Information
DRMS notes that diverse seeding is stated in the application. The list of the preferred seed mix was called
out on the map included with the application and DRMS calculated the seeding rate per acre for each
species. DRMS also notes discrepancies in acres reclaimed and seeded in the reclamation cost estimate of
Exhibit L(see below). The correct acreage has been updated throughout the entire application.
Rule 6.4.12 Exhibit L Reclamation Cost Estimate
DRMS notes that a reclamation cost estimate was provided. DRMS has calculated an estimate and
enclosed it with this adequacy review.DRMS notes discrepancies in acres reclaimed and seeded in the
reclamation cost estimate of Exhibit L. The exhibit calls out seeding, mulching and soil amendment
across 55 acres and conflicts with the 11 acres called out in Exhibit E.
Exhibit L states that topsoil will be imported to achieve a 4 inch depth for reclamation. DRMS notes that
the 44 surface acres of the pond should be topsoil salvaged and stockpiled for reclamation.
The different scenarios of reclamation have been calculated and explained in Exhibit L.
DRMS notes that the mine plan does not preclude the creation of a highwall. Given that, there may be
additional earthwork required.
12. The reclamation plan calls out the importation of topsoil. Please confirm that there is
insufficient topsoil from stripping the pond area to apply 4 inches of topsoil material on the
reclamation acreages.
The following explanation has been added to this application. See updated Exhibit E.
Prior to the notification from the State that a mining permit would need to be obtained, most of
the topsoil had already been stripped and removed from the site. Therefore, topsoil will need to
be imported from elsewhere to reclaim the site.
13. Please provide the volume of soil to be graded to form the reservoir banks in either bank,
compact or loose cubic yard units.
An estimated has been added to this application. See updated Exhibit L
14. Please clarify, will the 3:1 slopes be maintained during the operation, or will the
excavation occur at a greater slope.
Excavation will happen in 5' to 6' lifts and then graded to 3:1 or flatter. See updated
Exhibit E.
15. Please speck in Exhibit D if there will be a highwall to grade and for reclamation
purposes in Exhibit E provide the maximum height and length during mining.
No highwall mining practices will be used for this operation.
Rule 6.4.17: Exhibit Q Proof of filing
DRMS notes that documentation of the above cited rule was provided with the submission and received by
Application: Raindance Reservoir#2 9 September 2021
ADQ#1
